About The Position

This is an exciting opportunity to help shape the quality of health care in Florida. We are seeking to hire a Government Analyst II who desires to work to enhance the delivery of health care services through the Florida Medicaid Program. This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team based work environment. This position is located in the Bureau of Medicaid Oversight & Coordination (MOC). MOC is responsible for legislative and communications/outreach efforts, project and process management, process improvement initiatives, coordinating human resource activities for the Medicaid Program, Agency purchasing and contract administration, Medicaid Program operational process tracking, and other cross-divisional tasks. MOC is also responsible for training activities for Medicaid Program staff, and the maintenance of Medicaid's internal and external websites. This position is responsible for maintaining up-to-date knowledge concerning the Florida Medicaid program, including pertinent Federal laws and regulations, state statutes and rules, the Florida Medicaid State Plan and its amendment processes, Medicaid Managed Care Waivers and Medicaid program manuals.

  • One year of experience preparing reports (such as biweekly, monthly, annual, and ad-hoc reports).
  • Must successfully complete training in contract management and become a certified contract manager within six months of hire in accordance with section 287.057(15)(c), F.S.

Responsibilities

  • Provides coordination of Federal, State and Agency audits for the Medicaid Program, working with staff from CMS, the Auditor General’s office, the Bureaus of Internal Audit and Medicaid Program Integrity, as well as Division personnel, and Agency management, to ensure audits are responded to in a timely manner.
  • Provides coordination of contractual service procurement activities for the Division of Medicaid.
  • Analyzes, proofs, edits and develops draft procurement documents to ensure statutory and administrative code compliance, including scope of services for new contracts, purchase orders (as applicable), contract amendments, contract minor modifications.
  • Review routing folders to ensure all required documentation is included for appropriate management review and signature. Follow-up and ensure corrections are made if needed.
  • Tracks routing of procurement actions through the Contracts Administration Tracking System (CATS) to ensure timely routing through Medicaid Management approvals and follow-up as needed for Administrative approval.
  • Provides guidance, informal education and support to contract managers and Medicaid management in Procurement planning and processes; including, but not limited to development of timelines for activities; choosing the appropriate method of procurement; guidance for preparing technical specifications for scopes of services and amendment language.
  • Provides support through negotiation of terms and conditions with vendors for non-competitive procurements and participation in negotiations for competitive procurements as needed.
  • Research procurement guidance including statutes, rule and other Agency processes to ensure best approaches are made for procurement activities.
  • Tracks and reports competitive procurement activities to Medicaid Management and other interested parties on a weekly basis, and provide ad-hoc reports as requested to Medicaid Management.
  • Serves as a liaison between the Procurement Office and the Division of Medicaid including attending meetings with Procurement Staff to stay informed of new Procurement guidance and requirements.
  • Perform other job duties and assists with other high priority projects as assigned.
