About The Position

This is an exciting opportunity to help shape the quality of health care in Florida. We are seeking to hire a Government Analyst II who desires to work to enhance the delivery of health care services through the Florida Medicaid Program. This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team based work environment. This position is located in the Bureau of Medicaid Program Finance (MPF). MPF manages and projects Florida’s $34.4 billion Medicaid Services budget, oversees financial reporting of the Agency’s contracted Medicaid health plans, calculates both institutional and non-institutional Medicaid reimbursement rates, disburses supplemental payments to Medicaid providers, and provides oversight and monitoring of the agency's third-party liability vendor contract.

Requirements

  • Two years of professional experience related to mathematics, budgeting, accounting, financial analysis, statistical analysis, or research.
  • Two years of professional experience using Microsoft Excel and Word.
  • One year of professional experience writing official documents for state and federal requirements.
  • Two years of experience related to budgeting or forecasting.
  • One year of experience interpreting, analyzing, and implementing state and federal language.
  • Two years of experience working with R and Tableau, or other statistical analysis software to manipulate and analyze a multi-million record administrative database.

  • Advanced skills in statistical programming languages, specifically R, for data manipulation, automation, and forecasting.
  • Ability to architect and re-write complex code structures to modernize analytical workflows.
  • Ability to apply forensic analysis techniques to identify data anomalies and logic gaps in large datasets.
  • Strong Excel skills including lookups, pivot tables, and advanced formatting.
  • Ability to direct and coordinate program monitoring activities.
  • Ability to communicate effectively verbally and in writing.

Responsibilities

  • Serves as the technical lead for the Agency's Expenditure and Caseload forecasting models.
  • Architects, develops, and maintains complex R scripts to power forecasting models.
  • Responsible for modernizing analytical workflows to ensure projections are robust, defensible, and produced efficiently.
  • Applies advanced statistical knowledge to design financial allocation models and forecast operational expenditures.
  • Applies a forensic level of detail to financial and caseload data, utilizing advanced programming techniques to identify data anomalies, logic gaps, and potential errors before they impact final reporting.
  • Ensures the integrity of final products through rigorous data validation and testing.
  • Collects and analyzes data for quarterly and annual reports required by state and federal law.
  • Fills ad hoc requests for Agency leadership on an as-needed basis.
  • Manages productive relationships with external stakeholders and presents complex data professionally, both verbally and in writing.
