About The Position

This position conducts organizational studies and evaluations, designs office systems and procedures, conducts work simplifications and measurement studies, provides technical assistance and develops operations and procedures to assist organizations in operating more efficiently and effectively. May include program analysis, data management, and procedure development. Develops, implements, and manages databases for counseling, testing, and linkage data, including data entry into designated electronic databases (e.g. Counseling, Testing, and Linkage System [CTLS]), provider and community education. Designs, evaluates, recommends, and approves changes based on need and analysis. Prepares manuals and trains internal and external partners in use of new forms, reports, procedures or equipment, according to organizational policy. Monitors the effectiveness and use of county health department resources; coordinates the development of resources to improve program operations; analyzes data and makes recommendations regarding budget allocations, procurement, and redistribution of funds. Reviews programs, services, forms and reports, and confers with management and users to identify problems and improvements. Develops and monitors compliance policies and procedures for the administration of federal grant funds or other trust fund monies. Provides technical assistance, consultative services and direction for development, implementation, evaluation and expansion of programs of service in community-based organizations and other external partners. Plans and conducts studies of problems and procedures. Gathers and organizes information on problems or procedures. Analyzes data gathered and develops solutions or alternative methods of proceeding. Documents findings of study and prepares recommendations for implementation of new systems, procedures, or organizational changes. Analyzes data, applying visualization, analysis and audit techniques, to prepare reports and present findings. Prepare records and reports as indicated including programmatic reports, monthly reports, and performance reports Other duties as assigned.

Requirements

  • At least 1 year of professional experience collecting data, managing databases, and conducting audits for data quality assurance and control.
  • At least 1 year of professional experience writing reports based on data analysis and creating data visualizations.
  • At least 1 year of professional experience conducting public presentations or health education to community.
  • Authorized to work in the United States without needing employer sponsorship.
  • Willing and able to physically come into the office and/or work in the field daily to perform the job duties of this position.
  • Ability to prepare and deliver presentations to staff and the community.
  • Ability to utilize problem-solving techniques.
  • Ability to work independently.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to document work products.
  • Knowledge of computer proficiency, use of office equipment, and data management programs, including Windows, Microsoft Office Suite (Microsoft Word, Excel, PowerPoint, and Outlook), GIS mapping (e.g. ArcGIS).
  • Ability to complete reports.
  • Ability to manage databases and analyze and visual data in graphical and tabular formats (e.g. Tableau, PowerBI, Qliq).
  • Ability to communicate effectively both verbally and in writing.
  • All Florida Department of Health positions require the incumbent to be able to learn and communicate effectively, orally and in writing, in English.
