About The Position

Loch Harbour Group, Inc. is seeking a Governance Support Lead to support governance, strategic planning, stakeholder coordination, and financial management modernization activities for the HHS Office of Finance. The selected candidate will provide senior-level support for governance operations, executive communications, policy analysis, and enterprise financial systems initiatives within a highly visible federal environment.

Requirements

  • Must be a U.S. Citizen.
  • Must be eligible to obtain and maintain a Public Trust clearance.
  • Experience managing or supporting large-scale federal programs.
  • Experience supporting governance, strategic planning, and program management activities.
  • Strong analytical, research, and executive communication skills.
  • Experience briefing senior government officials and executive stakeholders.
  • Knowledge of federal financial management requirements and financial systems.
  • Familiarity with Treasury regulations and guidance
  • Familiarity with GAO standards
  • Familiarity with HHS financial management policies
  • Familiarity with NIST frameworks
  • Familiarity with FISMA
  • Familiarity with FMFIA
  • Familiarity with OMB Circular A-123

  • PMP certification
  • CGFM certification
  • Experience supporting HHS financial management programs
  • Experience supporting federal governance boards and executive-level decision-making processes

Responsibilities

  • Support governance and strategic planning activities across enterprise financial management programs.
  • Develop governance documentation, policies, procedures, and performance reporting.
  • Conduct research and analysis of federal financial management legislation, regulations, and initiatives.
  • Prepare executive briefings, reports, white papers, and recommendations.
  • Coordinate governance meetings, executive reviews, and stakeholder engagements.
  • Support communications between program leadership and federal stakeholders.
  • Monitor program performance, risks, issues, and action items.
  • Assist with organizational change management and governance implementation activities.
  • Ensure alignment with federal financial management requirements and best practices.
