About The Position

Loch Harbour Group, Inc. is seeking an experienced Project Manager to support the Department of Health and Human Services (HHS) Office of Finance. The selected candidate will provide leadership and oversight for enterprise financial systems governance, strategic planning, stakeholder engagement, and program management activities supporting a large-scale federal financial management environment. The ideal candidate possesses extensive experience leading complex federal programs, developing governance frameworks, advising executive leadership, and supporting federal financial management initiatives and systems modernization efforts.

Requirements

  • Must be a U.S. Citizen.
  • Must be eligible to obtain and maintain a Public Trust clearance.
  • Extensive experience managing large, complex federal programs.
  • Demonstrated expertise in strategic planning and governance.
  • Experience researching and interpreting federal financial management legislation and policy.
  • Experience developing executive-level communications and presentations.
  • Strong stakeholder engagement and relationship management skills.
  • Functional knowledge of federal financial management systems and requirements.
  • Familiarity with: Treasury Financial Management policies, GAO guidance, HHS policies and procedures, NIST standards, FISMA, FMFIA, OMB Circular A-123.

Responsibilities

  • Lead program and project management activities for complex federal financial management initiatives.
  • Support enterprise financial systems governance, planning, and execution efforts.
  • Develop strategic plans, governance processes, performance measures, and program roadmaps.
  • Research and analyze federal financial management legislation, policies, directives, and emerging initiatives.
  • Prepare executive briefings, decision papers, reports, and recommendations for senior government leadership.
  • Coordinate with stakeholders across HHS, Treasury, and other federal organizations.
  • Provide leadership in risk management, issue resolution, and program performance monitoring.
  • Facilitate governance boards, executive meetings, and stakeholder engagements.
  • Ensure compliance with applicable federal financial management regulations and guidance.
