About The Position

Regal is seeking a Global Talent Acquisition Manager to join their People and Culture team during a transformative phase. This role offers a unique opportunity to build and mature a Talent Acquisition (TA) function from a strong foundation, develop a team into consultative, metrics-driven professionals, and own a high-visibility ATS implementation. The position involves refreshing the employer brand and candidate experience for a globally recognized company, partnering directly with senior business leaders across the US and UK, with visibility to CPO level. The role requires regular in-person engagement in the Knoxville office.

Requirements

  • Demonstrable experience building or significantly rebuilding a TA function.
  • Comfortable creating process where little exists and sequencing work across multiple priorities simultaneously.
  • Energized by ambiguity and ownership rather than needing defined structure to operate effectively.
  • Track record of leaving teams and functions meaningfully better than you found them.
  • Deep command of modern, efficient recruiting practice.
  • Experience with structured interviewing, competency-based assessment, and data-driven sourcing.
  • A genuine point of view on what great talent acquisition looks like and the ability to teach it.
  • Experience recruiting senior, technical, and specialist roles personally.
  • Experience leading a recruiting team, not just coordinating one.
  • Ability to develop junior talent, set clear expectations, and hold people accountable with care.
  • Track record of building a culture of quality, discipline, and continuous improvement.
  • Comfortable being the most experienced person in the room and modeling the standard you expect.
  • End-to-end project delivery experience, including ATS implementations, process builds, employer brand refreshes, and hiring manager enablement programs.
  • Ability to scope, plan, and execute without being pushed.
  • Strong stakeholder management skills to drive alignment and adoption across regions.
  • Builds reporting that tells a real story rather than just tracking activity.
  • Uses data to influence hiring manager behavior and inform workforce planning.
  • Comfortable establishing metrics frameworks where none currently exist.
  • Experience implementing or significantly configuring a mature ATS is strongly preferred.
  • Demonstrated ability to drive adoption and data integrity across a recruiting team.

  • Oracle Recruiting Cloud experience a plus but not required.

Responsibilities

  • Lead, coach, and develop a multi-regional team of TA partners across the US and UK.
  • Set the standard for recruiting excellence and build the operating model around it.
  • Develop the team's capability to deliver against the established standard consistently.
  • Personally own a select portfolio of senior, technical, and specialist requisitions.
  • Build the team's capacity over time as Regal's hiring needs scale.
  • Design and implement the TA operating model for US and UK corporate functions from the ground up.
  • Build SOPs, quality gates, interview frameworks, and hiring manager toolkits.
  • Define SLAs and accountability structures for a repeatable and equitable hiring process.
  • Introduce metrics and reporting for leadership insight into pipeline health and hiring performance.
  • Lead a meaningful refresh of Regal's employer value proposition and careers page.
  • Rebuild field hiring support materials and hiring manager guides.
  • Partner with marketing and communications to ensure Regal's story is told compellingly.
  • Establish Regal as a destination employer in the markets where they hire.
  • Take ownership of Regal's Oracle ATS implementation through UAT, stakeholder training, and go-live.
  • Ensure clean configuration, strong adoption, and data integrity within the ATS.
  • Build reporting frameworks within the ATS to support ongoing decision-making.
  • Serve as the primary TA advisor to US and UK corporate function leaders.
  • Build trusted relationships with hiring managers and challenge hiring norms with data.
  • Bring a consultative point of view to workforce planning conversations.
  • Be a visible and present partner in the Knoxville office, requiring regular in-person engagement.
