About The Position

This position is responsible for coordinating the department's GIS mapping, computerized drafting, and plan development and review functions. Reviews plans and specifications for new city water mains, sewer mains and public works facilities; reviews plans for city utility relocation and Department of Transportation projects. Reviews subdivision utility plans, commercial development plans, and consultant plans for utility rehabilitation and system expansion. Provides information to the public and other city departments related to city-owned and maintained utilities and infrastructure. Supervises the conversion of subdivision plats, street and utility construction drawings, and other data to electronic format for the GIS mapping system. Attends First Step and Plan Review meetings to assist and inform the public or utility conflicts. Coordinates, supervises and participates in field surveys to gather utility location information in support of the development of the GIS mapping system. Prepares maps and plots. Receives and investigates citizen complaints. Supervises the collection, sorting and organizing of plats, as-builts, construction plans, and maps. Supervises GIS Locators and Technicians. Performs related duties.

Requirements

  • Knowledge of city utility standards and specifications.
  • Knowledge of computer aided drafting principles.
  • Knowledge of GIS data management principles.
  • Knowledge of field survey principles.
  • Knowledge of computers and job-related software programs.
  • Skill in the development of maps.
  • Skill in the interpretation of architectural drawings.
  • Skill in the use of scanners, copiers and other office equipment.
  • Skill in planning, organization, and decision making.
  • Skill in oral and written communication.
  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years experience or service.
  • Possession of a valid driver’s license for the type of vehicle or equipment operated.
