About The Position

Geographic Information Systems (GIS) Specialist positions are available with the Center for Environmental Management of Military Lands (CEMML) to support Joint Region Marianas (JRM) on the Island of Guam. This position will provide on-site technical support and assistance to the JRM Cultural Resources Manager (CRM), NAVFAC EV2, and all of CEMML Cultural Resources Team in Guam concerning activities related to the Programmatic Agreement between the Commander, Joint Region Marianas, and the Guam State Historic Preservation Officer regarding military training and testing on and within the surrounding waters of the Island of Guam. This includes researching and assessing potential impacts to cultural resources from military training and testing within the JRM Area of Responsibility ( AOR ). To fulfill these objectives, the GIS Specialist will create, maintain, and provide GIS data and maps, as well as conduct quarterly impact assessments. This position involves a combination of office and on occasion, field activities to collect, verify, maintain, and update cultural resource-related geospatial data in compliance with DON GRX data standards and security requirements. The specialist will also provide technical support and training to other CEMML staff GIS users by offering guidance on geospatial issues and tools and assist in developing and implementing GIS standards and best practices.

Requirements

  • Bachelor's degree in GIS, Geography, Geospatial Sciences, Environmental Science, Natural Resources, Anthropology, Archaeology, Planning, Engineering, Computer Science, or a closely related field.
  • Three (3) years of professional GIS experience.
  • Demonstrated proficiency in ArcGIS Pro, ArcGIS Online, geodatabase management, spatial analysis, and cartographic production required.
  • Must possess or be able to obtain and maintain a valid driver's license.
  • Must be legally authorized to work in the United States by the proposed start date; Colorado State University will not provide visa sponsorship for this position.
  • Must be able to obtain and maintain access credentials required to enter Department of Defense installations, including successful completion of any required background screening (e.g., DBIDS, CAC sponsorship, or installation access requirements).
  • Must comply with all Colorado State University, Department of Defense, installation, and project-specific safety, security, and training requirements.
  • Must be willing and able to travel, including overnight travel, in support of project activities.
  • Position may require fieldwork in remote locations and under varying environmental conditions within the JRM AOR.
  • Must be able to perform field duties that may include traversing uneven terrain, standing or walking for extended periods, and carrying field equipment.
  • Must be able to effectively work independently and as part of a multidisciplinary team.

Responsibilities

  • Support cultural resources management activities for the Joint Region Marianas (JRM) Cultural Resources Program, including implementation of Programmatic Agreements, preparation of reports, and development of project deliverables utilizing maps and spatial data.
  • Conduct historic property relocation, navigation, boundary delineation, mapping, field documentation, inventories, photography, and recording of cultural resources, artifacts, and features.
  • Operate, maintain, and manage field equipment and geospatial technologies, including GNSS/GPS units, total stations, radios, and other tools used for cultural resources investigations.
  • Collect, manage, maintain, and analyze geospatial and cultural resources data in GIS databases and geodatabases in accordance with NAVFAC spatial data standards and data management requirements.
  • Develop maps, figures, spatial analyses, predictive models, sensitivity models, and other GIS products to support cultural resources management, compliance, planning, and decision-making.
  • Maintain Survey123, Field Maps, GIS databases, and associated data systems; provide GIS technical support, troubleshooting, training, and documentation of workflows and best practices.
  • Assist with cultural resources research, survey planning, data interpretation, technical report preparation, quarterly impact assessments, monthly activity reports, and other required project documentation.
  • Coordinate and communicate with Navy personnel, JRM, NAVFAC, CEMML staff, and stakeholders; provide technical expertise, support project implementation, and independently prioritize and complete assigned tasks and deliverables.
