About The Position

The NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently. DOF’s Property Valuation and Tax Mapping unit is seeking a GIS Lead Specialist to manage imagery and GIS processing, automation, and geodatabase development. This role will support the City of New York's newly acquired geospatial datasets, including aerial and street-level LiDAR. The ideal candidate will also provide research and analytical support for executive initiatives by developing and operationalizing new workflow techniques, creating technology-driven tools for assessors and field valuation staff, and producing statistical summaries, data analysis reports, property valuation models, spatial analyses, and map-based data pulls. The position reports to the Assistant Commissioner of Property.

Requirements

  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science.
  • Three years of responsible full-time research experience in the appropriate field of specialization.
  • At least two years of experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization.

  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization.
  • Two years as a City Research Scientist Level I can be substituted for the experience required.

Responsibilities

  • Supervise a GIS Developer.
  • On an ad-hoc basis, train new hires on the use of 3D multipatch layers for various building elements in the Condo Digitization project on the Property Information Portal (PIP).
  • Automate current manual tasks by programming machine learning techniques to identify geospatial errors on DOF’s Digital Tax Map on the Property Information Portal (PIP).
  • Assist in the development of GIS projects such as the development of dashboards for the Property Information Portal.
  • Assist assessor staff in resolving taxpayer disputes that involve square footage calculations from architect drawings.
  • Create dashboards and maps for assessor and public use.
