Perform a variety of full performance level skilled technical duties associated with the development, implementation, operation and maintenance of road and bridge assets, survey record databases in the county geographic information system.

Requirements

Graduation with a Bachelors degree in Geographic Information Systems Management, Cartography, or Geography with an emphasis in GIS or a closely related field; AND Four (4) years of progressively responsible experience in the use of Intergraph Geographic Information Systems or Esri related software's performing the above or related duties. OR An equivalent combination of education and experience.
Considerable knowledge of geographic information systems; digital-data technologies; computer hardware and operating systems; digital-image data; field-data collection; project management; database management; documentation procedures; coordinate geometry; technical writing; Intergraph Esri GIS software, ArcView, Computer Aided Drafting software, programming Raster Image software (IRAS C), networking personal computers and file servers, and troubleshooting techniques for both hardware and software.
Working knowledge of office automation software packages (Word, Excel, Access, PowerPoint, Outlook, "Cityworks" asset management software etc.); principles, processes, methods, techniques and standards of cartography; system design; project management and control; database management; coordinate geometry, technical writing, principles and documents related to land surveys, plats, PLSS and other property descriptions; and documents related to real property descriptions.
Traffic counters, Manual on Uniform Traffic Control Devices Traffic Control Devices, installation and location of highway and warning signs; hazards and safety standards common to light and heavy-duty equipment operation; county road system.
Experience with Visual Basic programming; maintaining the E911 databases; and moving data into the E911's CAD environment.
Ability to analyze and apply problem-solving methods to meet the needs of geographic information systems users; to read and interpret detailed maps, blue prints and complex legal documents, and perform complex mathematical computations; operate computer workstation; plan and develop logical applications for spatial relationships; identify alternative solutions to various problems and work independently; develop and implement effective applications in a timely manner; communicate effectively, verbally and in writing; develop effective working relationships with elected officials, managers, staff, vendors and other agencies.
Meet deadlines under pressure and manage multiple tasks; work as a team member and promote a positive work environment.
Must possess and maintain a valid Idaho Driver's license.
Must be able to pass drug/alcohol testing and pre-employment background check.

Nice To Haves

Must pass certification with Intergraph's mapping application software within (1) year of employment as analyst.
Completion of a GIS Certificate from a recognized GIS organization (i.e. GISP or Esri Technical Certification).
Working knowledge of "Cityworks" asset management software.
Must become a certified flagger within 12 months of hire.

Responsibilities

Perform a variety of complex technical duties related to county assets, property maps for GIS purposes, including, but not limited to, read, redraw with coordinate geometry, interpret, research and update legal descriptions and spatial data, verify accuracy according to established survey control standards and points, support critical database administration and functionality, import information from different sources, enter data through manual input, scanning and file conversion and ensure the accuracy thereof.
Coordinate and communicate with GIS Manager and County Surveyor.
Work with public records to maintain public facing and internal web maps; QA/QC of Public Works workorders produced through "Cityworks" software, prepare data for year-end reports based on workorder & database information.
Coordination, development and implementation of GIS computer mapping system for property related data and road & bridge assets.
Assist with planning and design of geographic information systems to meet the needs of Public Works and Road and Bridge departments.
Assist with data analysis techniques and model development; collect, process, interpret and analyze geographic and spatial data.
Assist with addressing of parcels and GPS locating of county assets.
Assist with granting and inspecting approach and right of way permits.
Assists with inspection of public improvements related to property development.
Coordinate production and maintenance of maps, cartographic images, and database integrity.
Coordinate with vendors concerning installation, maintenance and support of various system components and monitor compliance with contract terms and conditions.
Provide development and training for users and others entering data into the database and assist with resolving system operations problems.
Identify internal and external information sources and evaluate data for use within the geographic information system.
Provide technical expertise in the development of new applications.
Develop and implement applications to meet specific requirements and provide support and training for the users.
Meet with current and prospective GIS users to evaluate requests or specific needs.
Recommend priorities for development and implementation of new applications.
Coordinate the production and maintenance of information through GIS; provide interfaces and support for various county functions including emergency dispatch, engineering, property appraisal, emergency management, elections and others as well as outside agencies and interests such as cities, school districts, state agencies, public utilities, title companies and engineering firms.
Perform computer-assigned mapping and database functions.
Enter information and maintain GIS databases including updating of spatial features of assets such as, road centerlines, signs, bridges etc. along with corner perpetuations, records of survey, subdivisions and other PLSS items.
Support, develop, implement, and maintain appropriate standards and procedures for operation, access and use of GIS programs, databases, and provide for security measures to ensure system integrity.
Ability to maintain regular, reliable patterns in work product and attendance according to Bonneville County's expectations.
Perform other job-related duties as assigned or required.
