Our Global Strategy, Transformation & Operational Excellence organization is at the center of this evolution, driving performance and accelerating the global operations roadmap across our worldwide sites. Reporting directly to the Associate Director – Global Operations Workforce & Capability Development, this role works closely with Operations, Human Resources, Engineering, Quality, and technical leaders to strengthen workforce readiness, support operational capability development, and deploy standardized training and knowledge transfer solutions aligned with business priorities. The Program Manager – Workforce & Capability Development supports the development and execution of workforce capability, operational training, and knowledge management initiatives across Global Operations. The successful candidate contributes to operational excellence by supporting capability planning, technical training deployment, workforce development initiatives, and knowledge sustainability across manufacturing and operational environments. The position is based at our Longueuil location, from Monday to Friday, with flexible hours and exclusively on-site.

Requirements

  • Bachelor’s degree in human resources, Organizational Development, Operations, Business Administration, Adult Education, or a related field.
  • 5 to 8 years of experience in workforce development, operational training, capability development, or manufacturing operations.
  • Bilingualism (French/English) is required.
  • Experience in industrial, manufacturing, aerospace, or operational environments.
  • Knowledge of training methodologies, competency development, and operational learning practices.
  • Experience collaborating across multiple functions and operational teams.
  • Strong communication, facilitation, and stakeholder management skills.
  • This position is part of a French-speaking work environment, it requires a very good knowledge of English to read and understand, on a daily basis, documentation and technical terms that may emanate from international organizations, as well as to write and communicate in English with customers, suppliers or international colleagues.
  • The selected candidate will be required to complete a criminal background check and any applicable clearances with respect to the handling and transfer of controlled goods. Employment is conditional upon the successful completion of these checks and obtaining the required clearances. Failure to do so will result in the withdrawal of the employment offer.

Responsibilities

  • Support the execution of global operational training and capability development strategies.
  • Coordinate operational and technical training programs aligned with business and operational priorities.
  • Participate in identifying workforce capability gaps and support development plans addressing critical skills needs.
  • Support onboarding, qualification, and technical upskilling initiatives across operational teams.
  • Contribute to workforce planning activities through capability assessments and skills analysis.
  • Support the implementation of structured knowledge management and knowledge transfer processes.
  • Participate in capturing operational best practices, standard work, and technical expertise.
  • Coordinate cross-training and knowledge-sharing initiatives to reduce dependency on key subject matter experts.
  • Support succession planning and workforce sustainability initiatives across operational functions.
  • Coordinate the development and deployment of instructor-led, virtual, and blended learning solutions.
  • Collaborate with subject matter experts to support the creation and updating of training materials.
  • Organize and facilitate workshops focused on capability development and operational learning needs.
  • Monitor training effectiveness metrics and recommend continuous improvement actions.
  • Collaborate with Operations, Human Resources, Engineering, Quality, and EH&S teams to support capability development initiatives.
  • Support alignment between operational priorities, training needs, and workforce readiness activities.
  • Coordinate activities with global training coordinators and external learning partners, as required.
  • Support compliance with operational training standards and governance requirements.
  • Participate in continuous improvement initiatives related to workforce capability and operational learning.
  • Contribute to the standardization of operational training processes and tools.
  • Maintain training records and support learning management system administration activities.
