About The Position

The General Superintendent will supervise Signal Energy site supervision and craft personnel to ensure work is completed safely, on schedule, within budget, and in accordance with specifications. This role involves leading and supporting lower-tier supervisors, determining labor requirements, and coordinating work activities with subcontractors. The General Superintendent will monitor site activities for conformance with codes and standards, support the development of construction procedures, and ensure project reporting tools are accurate. They will also monitor construction work hours, participate in estimate reviews, and assist with production rates and staffing plans. A key aspect of this role is ensuring project safety plan requirements are met, operator training is conducted, and industrial relations matters are addressed promptly. The General Superintendent will also review new hires for accuracy in pay rates and qualifications, ensure craft personnel are paid correctly, and support IRA-compliant projects by maintaining labor standards and apprenticeship ratios. Additionally, this role involves ensuring quality control procedures are implemented, reviewing subcontractor quality documents, and acting as a field point of contact for quality issues. The General Superintendent will also manage audits, coordinate WPS development, ensure welder qualifications are maintained, and manage preventive maintenance schedules and daily permit needs.

Requirements

  • Strong knowledge of utility-scale construction field operations, including civil, mechanical, electrical, and/or renewable energy project execution.
  • Ability to lead field supervision, craft personnel, operators, and subcontractors in a fast-paced construction environment.
  • Strong understanding of construction safety requirements, OSHA standards, and site-specific safety programs.
  • Ability to read, understand, and apply IFC drawings, specifications, procedures, and contract requirements.
  • Strong knowledge of manpower planning, production tracking, equipment planning, and cost-code reporting.
  • Working knowledge of quality control procedures, Inspection and Test Plans, NCR/CAR processes, audits, and subcontractor quality documentation.
  • Ability to identify schedule, production, safety, quality, manpower, and equipment risks and implement corrective actions.
  • Strong communication skills with the ability to resolve field issues directly and professionally.
  • Proficiency with Microsoft Office, Excel, project tracking tools, and construction reporting systems.
  • Experience on utility-scale solar, renewable energy, industrial, civil, electrical, mechanical, or heavy construction projects strongly preferred.
  • Experience with safety leadership, quality implementation, manpower planning, production tracking, subcontractor coordination, and project controls required.
  • Experience with PWA/IRA compliance, apprenticeship ratios, craft classifications, and payroll/title review preferred.

Nice To Haves

  • Bachelor’s degree in construction management, engineering, or related field preferred; equivalent field leadership experience may be considered.
  • Minimum 10 years of construction experience preferred.
  • Minimum 5 years of superintendent, general superintendent, or senior field leadership experience preferred.
  • Knowledge of PWA/IRA labor requirements, apprenticeship ratios, craft classifications, and pay/title alignment preferred.
  • OSHA 30 preferred.
  • First Aid/CPR preferred.
  • SWPPP training preferred.
  • Quality, welding, equipment, or construction management certifications preferred when applicable.

Responsibilities

  • Supervise Signal Energy site supervision and craft personnel to ensure work is completed safely, on schedule, within budget, and in accordance with specifications.
  • Lead and support lower-tier supervisors to ensure they are trained in safety, industrial relations, management expectations, and construction procedures.
  • Determine labor requirements, requisition manpower, and allocate labor to meet the construction schedule.
  • Work with project teams to build manpower and equipment forecasts.
  • Coordinate work activities, site access, and work-front planning between Signal Energy crews and subcontractors.
  • Monitor site activities to ensure conformance with applicable codes, standards, policies, procedures, drawings, and contract requirements.
  • Support the development of construction procedures, project work instructions, and field execution plans.
  • Ensure project production boards, trackers, and reporting tools are accurate and current.
  • Monitor construction work hours against applicable cost codes and coordinate with Project Controls on weekly Construction Progress Reports.
  • Participate in estimate reviews, project site walks, hiring events, and production planning discussions.
  • Assist Directors, Estimating, and Construction Management with production rates and supervisory staffing plans.
  • Carry out project safety plan requirements and ensure a safe workplace is maintained for all personnel.
  • Ensure operator training is conducted, documented, and followed.
  • Address routine industrial relations matters immediately to prevent escalation.
  • Review new hires to ensure pay rates, titles, classifications, and qualifications are accurate.
  • Ensure craft personnel are paid correctly, within budget, and in accordance with applicable PWA/IRA guidelines.
  • Support IRA-compliant projects by ensuring required labor standards and apprenticeship ratios are maintained.
  • Ensure PWA/IRA apprenticeship ratios are followed and escalate issues as needed.
  • Ensure project-specific Quality Control Procedures and Inspection and Test Plans are developed, implemented, and followed.
  • Review and approve subcontractor Quality Plans, Inspection and Test Plans, and other quality-related documents.
  • Confirm subcontractor resources are in place to implement approved quality plans.
  • Ensure subcontractor inspections and surveillances are performed.
  • Act as a field point of contact for construction quality issues and support timely resolution.
  • Ensure inspection logs, NCR/CAR logs, and other quality records are developed and maintained.
  • Ensure Quality Control training is completed and documented.
  • Manage and conduct audits of project activities in accordance with the Project Audit Program.
  • Coordinate with CWT on development of WPS’s and Procedure Qualification Records when required.
  • Ensure Welder/Welding Operator Performance Qualifications are maintained when applicable.
  • Ensure Preventive Maintenance Schedules are developed when required by contract.
  • Coordinate daily permit needs for construction activities.
