About The Position

The Deputy Director for General Services is a management-level position that assists in directing the day-to-day operations of the General Services Maintenance, Life Safety, Fleet, and Building Operations functions. Work includes organizing, planning, coordinating, evaluating, and directing the work of professional, skilled and semi-skilled technical staff and other support services employees, and ensuring all County-owned facilities are maintained both structurally and mechanically to provide a safe and comfortable environment for visitors and employees. This position is also responsible for operating County-owned and leased parking lots per Guilford County’s Parking Policy, providing mail services for all County departments, and Fleet operations.

Requirements

Considerable knowledge of governmental budgeting and purchasing practices and procedures.
Considerable knowledge of building maintenance and construction practices and methods.
Considerable knowledge of costs of maintenance and repair.
Considerable knowledge of Munis, PowerPoint, Word, and Excel software.
Working knowledge of standard mechanical, electrical and plumbing operations and repair methods.
Knowledge of vehicle uses specifications, service requirements, function and purpose.
Knowledge of vehicle maintenance and inventory control.
Knowledge of practice and use of public vehicles used in transportation services.
Experience developing, bidding, awarding and managing service, maintenance and construction contracts.
Ability to plan and supervise the work of skilled, semi-skilled and administrative subordinates.
Ability to read and interpret blueprints, sketches, and detailed drawings.
Ability to handle controversial situations objectively and discreetly.
Ability to present ideas and recommendations clearly and concisely, both orally and in writing.
Ability to establish and maintain working relationships with department heads, agency heads, contractors, vendors, community groups and the public.
Ability to multi-task.
On-call or after-hours duties as needed.
Graduation from a four-year college or university in engineering, construction management, physical sciences, or business administration and eight years of experience in the facilities maintenance and building trades with at least two years of experience in supervision OR a two year degree in engineering, construction management, physical sciences, or business administration and ten years of experience in the facilities maintenance and building trades with at least two years of experience in supervision.

Responsibilities

Acts on behalf of the Director of General Services in his or her absence
Assists in the hiring, professional development, supervision, and evaluation of professional staff; provides coaching to staff; ensures compliance with all County policies and procedures.
Fosters and promotes a workplace culture based on professionalism, collaboration, respect, and accountability.
Ensures that the Department Director is kept fully informed on the condition of the maintenance services functions, and about any trends, events, or emerging issues of significance to the Department’s success.
Participates in developing the department’s strategic planning activities in concert with the budget process and provides support to the Director.
Manages projects and programs assigned by the Director.
Listens and speaks effectively in a variety of circumstances; encourages others to offer suggestions and ideas.
Ability to present to County Administration and Elected Officials in a concise, professional manner.
Ability to maintain composure in stressful and dynamic situations.
Provides direction for the collection of data, and assessment of policy options that facilitate decision-making regarding facility and fleet performance; prepares information using a variety of data sources to assess maintenance issues and trends.
Shares information and ideas with others on time.
Collaborates on the implementation of capital projects.
Exercises sound judgment and take responsible actions as a county representative during contact with the public, elected and appointed officials, developers, contractors, and other County employees.
Coordinates with other divisions and concerning maintenance, property management and fleet issues.
Oversee the management of vehicle/fleet operations for Guilford County. This includes oversight of planning and forecasting vehicle needs and replacements, vehicles for use, vehicle availability, vehicle maintenance, repairs and recalls.
Coordinates with Legal and Risk Management in the investigation of vehicle accidents/incidents.
Oversight of the County’s GPS vehicle monitoring system.
Collaborate with General Services staff in departmental budget development and oversight of expenses.
Establishes and develops work standards and specifications for the effective operation of the Maintenance team.
Reviews and revises existing policies and procedures to determine their practical application.
Ensure employees provide excellent customer service to other county departments, as well as their employees and visitors, while dealing with issues that arise. Also ensures work is performed safely and in accordance with State & Federal Regulations.
Enforces Guilford County’s Parking Policy.
Oversee the internal and external mail services for County Departments to ensure operating efficiency.
Selects staff or delegates responsibility for staff selection to subordinate supervisors.
Reviews and prepares performance evaluations, recommends promotions and dismissals and makes decisions regarding staff eligibility for incentive pay awards.
Meets Court and Detention Center maintenance and repair need as mandated by the North Carolina General Statutes.
Subject to work during urgent/emergency situations and work during inclement weather.
Performs other duties as assigned.
