Requirements

  • High school diploma or equivalent from an accredited institution.
  • Five or more years of experience as a Building Engineer or equivalent facilities technical trade.
  • One or more years as an Engineering Manager or Assistant Engineer Manager.
  • Ability to strategically plan projects.
  • Working knowledge of appliances.
  • Prior facilities related service assignments.
  • Basic knowledge of commercial kitchen equipment.
  • Interact with employees, visitors, and contractors with poise and diplomacy.
  • Establish and maintain a cooperative working relationship with staff.
  • Possess supervisory and decision-making skills.
  • Compute discount, interest, profit and loss, commissions, markup and selling price, ratio and proportion and percentage.
  • Calculate surfaces, volumes, weights and measures.
  • Communicate effectively both verbally and written.
  • Write business letters, exposition, summaries and reports using proper format, punctuation, grammar, diction and style.
  • Read and interpret a variety of instructions furnished in written, oral, or schedule form.
  • Read and interpret manuals, magazines, newspapers, safety rules, instructions in the use and maintenance of shop tools and equipment, and methods and procedures in mechanical drawing and layout work.
  • Knowledge and proper use of basic hand tools (i.e. socket sets, wrenches, pliers, screwdrivers, saws and hammers, etc.).
  • Knowledge of property management office procedures.
  • Work indoors 80% and outdoors 20% of the time.
  • Meet the highest attendance and punctuality requirements.
  • Work standing all day.
  • Climb up and down stairs and ladders.
  • Lift up to 25lbs or more.
  • Access remote work areas (i.e., crawl spaces, roofs, service ladders, and stairways).
  • Use full range of manual dexterity (i.e., sitting, squatting, bending, kneeling, walking, and lifting).

Responsibilities

  • Provide leadership, planning, coordination, maintenance, energy management, and employee development programs ensuring Hines quality standards and property operating objectives are met.
  • Establish and implement procedures for prompt and courteous response to tenant and property work orders.
  • Provide justifiable support to implement new or modify existing property procedures or tasks.
  • Maintain ethical, professional, and courteous relations with contractors and tenants.
  • Recommend appropriate engineering staffing levels.
  • Demonstrate support and implementation of the Hines Guiding Principles.
  • Hire, supervise and coordinate activities of engineering staff while assuring compliance to Hines standards.
  • Train engineering staff, including but not limited to: Building systems, Equipment function and purpose, Operation and maintenance procedures, and Hines manpower development phase training program.
  • Evaluate and counsel engineering staff on performance.
  • Provide engineering staff with property equipment and tools.
  • Maintain required OSHA and Worker's Compensation safety and accident reports on engineering personnel and facilities.
  • Ensure compliance with all City, State and Federal safety and environmental laws, codes, standards and regulations.
  • Direct and maintain an effective operation and general building maintenance program, with accurate up-to-date records on the following, but not limited to: HVAC, MEP, electrical, and plumbing.
  • Direct general building maintenance including, but not limited to: Structural repair, Tenant comfort, Door, ceiling, and floor repair, Restroom repair, Painting.
  • Initiate any necessary insurance claims on HVAC and other central plant equipment.
  • Maintain current and historical preventive maintenance and repair records on all mechanical equipment.
  • Monitor building energy use, produces reports, proposals, and maintains energy management programs.
  • Ensure that all maintenance activities are performed in a safe manner.
  • Evaluate, recommend, and monitor contractors working at the property.
  • Coordinate day-to-day activities of the engineering staff and implement adjustments to parallel changing priorities.
  • Ensure that tenant billbacks are accurate and appropriate.
  • Prepare annual budget proposal, monitors, and explains variances from approved budget to actual expenses/income.
  • Purchase parts and supplies according to company policy and approved budget guidelines.
  • Establish inventory control programs with appropriate parts stocking levels with accurate and timely records of receipts and issues.
  • Oversee tenant construction to ensure building integrity.
  • Maintain and update blueprint organization.
  • Test, maintain, and keep records to ensure emergency equipment in good working order.
  • Follow and maintain all current emergency procedures set forth by Hines and the assigned property, including but not limited to: Direct and assist with evacuations, bomb searches and life safety alarms as deemed reasonable and prudent.
  • Assist emergency authorities and response teams in capacity of fire/life safety director.
  • Control engineering activities and building mechanical systems.
  • Comply with all written Hines and regional company policies.
  • Actively participate in Regional requests (i.e. committee assignments).
  • Effective preparations of business letters, technical and non-technical reports and memorandums.
  • Establish and maintain a cooperative working relationship with the entire property staff and perform as a team member.
  • When applicable, obtain city and/or government working licenses or permits, such as Boiler Operating Permit, Apprentice Maintenance Electrician’s License, EPA CFC Universal Certification Technician certificate, City of Houston Maintenance Electrician’s license.
