About The Position

Unified Business Technologies is seeking an experienced General Construction Building Inspector / Quality Assurance Representative to provide onsite construction inspection and CQM/QA support for multiple renovation and modernization projects at Walter Reed National Military Medical Center. The selected individual will serve as the general construction member of a three-person quality assurance team and will perform onsite surveillance, inspections, documentation, contractor QC oversight, technical reviews, deficiency tracking, and project closeout support.

Requirements

  • Experience as a Licensed Building Inspector, OR Construction Superintendent, OR Quality Control Manager, OR Quality Assurance Representative.
  • Minimum 10 years of relevant construction/renovation/modernization field experience.
  • Prior experience participating in the USACE Three-Phase Inspection Process.
  • Previous experience utilizing USACE EM 385-1-1.
  • Experience reviewing construction drawings, specifications, submittals, and shop drawings.
  • Strong knowledge of construction inspection and QA/QC practices.
  • Experience documenting deficiencies and monitoring corrective work.
  • Ability to work full-time onsite in Bethesda, MD.
  • OSHA 30-Hour Construction (Required within 90 days of arriving onsite).
  • USACE CQM-C (Required within 90 days of arriving onsite).
  • Familiarity with CE-SOHMS.

Responsibilities

  • Perform continual onsite surveillance of construction activities.
  • Inspect and evaluate contractor quality-control activities.
  • Participate in USACE Three-Phase Control inspections.
  • Review plans and specifications for contract compliance, constructability, and technical correctness.
  • Review construction submittals, shop drawings, samples, and RFIs.
  • Monitor work for compliance with drawings, specifications, and approved submittals.
  • Identify deficiencies and monitor corrective actions.
  • Monitor and document required construction testing.
  • Review contractor schedules and construction progress.
  • Maintain daily and weekly construction reports.
  • Document personnel, subcontractors, equipment, work activities, delays, and deficiencies.
  • Maintain progress photographs.
  • Review change orders, modifications, requests for equitable adjustment, and contractor proposals.
  • Assist Government personnel with change-order and modification documentation.
  • Attend weekly construction progress meetings.
  • Perform monthly safety spot checks.
  • Assist in preparing and verifying punch-list corrections.
  • Review final as-built drawings.
  • Review warranty and closeout documentation.
  • Utilize USACE RMS for required project reporting.
  • Coordinate with USACE, Walter Reed Facilities Management, architects, engineers, prime contractors, and other project stakeholders.
