The Florida Public Service Commission (FPSC) is committed to ensuring that Florida's consumers receive essential services—electric, natural gas, telephone, water, and wastewater—in a safe, reasonable, and reliable manner. The FPSC exercises regulatory authority over utilities in areas such as rate base/economic regulation, competitive market oversight, and monitoring of safety, reliability, and service. The Division of Engineering is responsible for providing recommendations on technical issues, including evaluating engineering capital cost estimates, utility plant expenditures, reserve margins, and operating/maintenance costs. It also conducts cost-effectiveness determinations impacting consumers, regulated industries, and the regulatory environment. This specific role involves assisting with the analysis and evaluation of utilities’ gas distribution systems to ensure adequate safety measures are in place to protect the public. The position also assists in evaluating gas distribution equipment and apparatus for appropriate design, materials, and application, and determines if installations comply with state and federal rules. The role requires completing Pipeline and Hazardous Materials Safety Administration (PHMSA) Natural Gas Training courses within three years, which involves extended travel to Oklahoma. Extensive vehicle travel, sometimes overnight, is necessary for gas safety field inspections, with a state-owned vehicle provided. The position may also require irregular work hours and call-outs for emergencies.
