About The Position

Cherokee Federal is seeking a dedicated Functional Analyst to join our team. In this role you will play a vital part in performing HTM evaluations, life cycle management, budget and financial analytics and reporting. Travel to operational units, as well as ships throughout the Navy, and other activities supported by NMRLC-DET FTD may be required. Objectives are to provide support of modernization, financial reporting, monitoring and control support for OFSD programs. Performance must adhere to standard business practice and guidance outlined in Department of the Navy, BUMED, and Acquisition and Resource polices and guidance. You will also be a vital part in coordinating special projects and perform specialized technical tasks involved in the installation, maintenance, servicing, modification, and troubleshooting of biomedical systems and instrumentation including care compliance policy updates and development, health information technology equipment and medical maintenance and Information Assurance initiatives.

Requirements

  • A bachelor’s degree required in Business Administration, Healthcare Technology Management (HTM),
  • Minimum of 4 years as an Analyst or Biomedical field is required.
  • Familiarity with DoD, DoN, and BUMED Life Cycle Management and Personal Property Management programs.
  • Hands-on experience with HTM equipment and systems.
  • Knowledge of HTM equipment and systems.
  • Knowledge of systems analysis and design techniques, pertinent characteristics of software, computer equipment, data-base management, and information systems security techniques in order to perform detailed analysis and studies.
  • Knowledge of concepts, policies, procedures and implementation strategies, to accomplish delivery of business requirements, processes, products and services.
  • Knowledge in training development of business/systems integration.
  • Proficient in transposing concepts and ideas in standard business and Navy correspondence format.
  • Knowledge of systems analysis and design techniques, pertinent characteristics of software, computer equipment, data-base management, and information systems security techniques in order to perform detailed analysis and studies.
  • Proficiency in Microsoft Office tools, including Access, Word, PowerPoint, Excel, Project, and BITAB.
  • Must pass pre-employment qualifications of Cherokee Federal
  • US Citizen AND an active Secret clearance or the ability to obtain a Secret clearance

Responsibilities

  • Provide assistance and instruction; recommend the purchase or acquisition of biomedical instrumentation or related accessories; make appropriate recommendations as required.
  • Coordinate and evaluate the work performed by vendors and verification of service documentation.
  • Perform a variety of routine tasks associated with the acceptance of a diverse range of biomedical instrumentation.
  • Develop Plans and Procedures for medical equipment to meet manufacturer recommendations
  • Review, analyze, track compliance, and disseminate budget analysis and reports.
  • Assist in the technical documentation for equipment support and procurement.
  • Generate various reports using government-maintained systems to assist in planning and operations of NMRLC-DET FTD.
  • Provide remote or onsite guidance on management of HTM Life Cycle Management throughout Naval Operational Forces and Navy fleet, and assists with major tasks associated with OFSD responsibilities.
  • Perform a review of the equipment life cycle management information, consolidate the results, and provide report to management and highlighting any discrepancies identified. Prepare and/or coordinate corrective actions with the respective Fleet asset management to resolve any discrepancies/inconsistencies.
  • Maintain the list of TYCOM and fleet POCs, contact information and other applicable documents to support OFSD activities.
  • Review and compile any potential changes required to existing or newly introduced policies, instructions, and Standard Operation Procedures (SOP).
  • Develop step-by-step technical guidance on life cycle management, property accounting, and financial reporting topics.
  • Monitor equipment records meeting Item Unique Identification (IUID) requirements to ensure those devices are registered to the IUID registry and properly marked.
  • Collect and organize metrics data as defined by NMRLC-DET FTD to track the progress of projects/tasks relating to HTM Management.
  • Maintain professional development through certifications and continuing education.
  • Maintain other training as indicated by Government Agencies.
  • Performs other job-related duties as assigned
