About The Position

King County Metro Transit’s Rail Division is seeking a detail-oriented Functional Analyst III. The Functional Analyst III will lead the creation of new Power BI reports, monitor and validate reports, support monthly business reviews with the Rail Division and Sound Transit, contribute to process automation efforts, and respond to ad-hoc data and report requests. This position will play a critical role in fostering a data-informed decision-making culture in the Rail Division by leveraging new and existing data and technology, partnering with staff across the Division’s Operations, Maintenance, and Strategy and Administration Units, and collaborating with Metro and Sound Transit data and BI teams. The Performance Strategy Team has three functional areas: Data, Analytics & Technology Services; Priority Project Management; and Continuous Improvement. This SDA/TLT opportunity is expected to be until May 2027, with the possibility of extension.

Requirements

  • Three (3) years of experience in data analysis and/or data visualization.
  • Two (2) years of experience creating interactive business intelligence reports using Power BI, Tableau, or similar and/or two years of experience writing SQL queries.
  • One (1) year of experience working directly with multiple stakeholder groups to gather report, application, or system requirements and/or respond to report, application, or system enhancement requests or bug reports.
  • Experience creating or using interactive business intelligence reports that encourage data-driven decision making and curiosity among report users, using BI tools such as Power BI or Tableau.
  • Experience using analytical tools to clean and manipulate data sets.
  • Experience completing comprehensive testing and validation of data, reports, applications, and/or technology systems.
  • Experience using Microsoft Excel to manage datasets and respond to ad-hoc data requests.
  • Experience providing timely and informative project/task updates to internal and external stakeholders as well as technical and non-technical audiences.
  • Experience writing documentation for standard processes.
  • Experience writing release notes or maintaining changelogs for reports, applications, or systems.
  • Ability to tell a compelling story with data.
  • Ability to provide clear, effective training and support to stakeholders and end users.
  • Ability to maintain confidential and sensitive information.
  • Ability to navigate interpersonal and organizational dynamics with professionalism, discretion, and strong relationship-building skills.

Nice To Haves

  • Experience with transit technology systems and data (e.g., EAMS, SCADA, HASTUS, GTFS, GTFS-realtime).
  • Experience with finance and HR systems and data (e.g., Oracle, PeopleSoft).
  • Experience writing Microsoft SQL Server queries.
  • Experience working in transit operations or maintenance in any capacity.
  • Experience with the public sector, either through consulting or employment within a government agency.
  • Familiarity with local transit and mobility systems, including the business model and practices of Sound Transit and/or King County Metro.
  • Experience planning and implementing automated data pipelines and data collection mechanisms.
  • Advanced knowledge and training with data visualization standards and governance.
  • Experience with Power Automate and Power Apps.
  • Understanding of the full systems/software development life cycle (planning, requirements, design, implementation, testing, training, deployment, and maintenance).

Responsibilities

  • Lead the creation of new, and revisions to existing, Power BI reports that relate to all aspects of the Rail Division (operations, maintenance, finances, human resources, procurement, safety).
  • Monitor and validate reports and data sets for accuracy and quality.
  • Collaborate with Metro and Sound Transit business intelligence and data teams regarding source data sets, changes to reports, and new reports.
  • Support coordination teams that consist of Rail Division and Sound Transit staff by answering questions about data and reports, completing ad-hoc data analysis, and developing and updating Power BI reports.
  • Assist with documenting and following up on action items generated during monthly business reviews with the Rail Division and Sound Transit.
  • Apply skills in storytelling and data visualization to foster a data-informed organizational culture.
  • Identify trends, risks, and improvement opportunities through data analysis and reporting activities.
  • Respond to ad-hoc data and report requests, some of which may be urgent requests.
  • Use manual or automated methods to keep source data tables updated.
  • Facilitate discussions and meetings to gather insights and build consensus on data collection and reporting methods.
  • Build strong stakeholder relationships, including with Sound Transit.
  • Communicate with stakeholders on new and changed reports and data sets.
  • Provide data for display on digital screens throughout Rail Division facilities through manual or automated methods.
  • Implement and maintain process automation solutions using Power Automate or other technologies.
  • Work with other members of the Performance Strategy Team to meet project, team, and Rail Division goals.
  • Create documentation of standard processes completed by the Data and Analytics team.
  • Support the management and administration of the Rail Division’s SharePoint sites.
  • Perform other related duties as assigned.
