About The Position

Under the direction of the Division Manager – Solid Waste, this role supervises and oversees the daily operations of the Roll-off, Commercial, and metal Container Maintenance sections. The position is responsible for the collection and disposal of refuse material in limited residential, commercial, and industrial areas. Key duties include managing collection routes, maintenance schedules, and site plan approvals for safe solid waste collection routes, as well as resolving customer complaints and representing the division on Site & Plat Review committees. This role involves direct supervision over assigned refuse collection personnel.

Requirements

  • Three (3) years of supervisory or lead worker experience is required.
  • Two (2) years of experience in commercial and residential solid waste principles is required.
  • High School Diploma or GED is required.
  • A Texas Class A or Class B Commercial Driver’s License (CDL) with airbrake endorsement or the ability to obtain one within ninety (90) days of employment is required.
  • Customer service skills and public speaking.
  • Microsoft Excel.
  • Safe driving principles and practices.
  • Procedures for scheduling and assigning work to crews.
  • Proper use and care of Solid Waste heavy equipment.
  • Solid Waste policies including governing collection procedures.
  • Type and do basic arithmetic.
  • Operate a time management system.
  • Manage Access software to interpret service level and run reports.
  • Read, write, and maintain accurate records.
  • Plan, assign, schedule, and review the work of employees.
  • Make minor repairs on equipment and containers.
  • Operate a two way radio.
  • Safely operate a motor vehicle.
  • Supervise, plan, layout, and inspect the work of drivers and crews engaged in Solid Waste collection activities.
  • Communicate clearly and concisely, both orally and in writing.
  • Implement and evaluate programs and activities according to departmental guidelines.
  • Prepare statistical reports and make presentations.
  • Communicate and interact effectively with co-workers, managers, subordinates and the general public sufficient to convey information.
  • Multi-task and make quick decisions.
  • Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Responsibilities

  • Supervise and designate work to assigned personnel through three (3) subordinate crew chiefs tasked with performing commercial waste collection.
  • Assist in designing collection routes; evaluate collection crew performance and workload; make recommendations and prepare reports.
  • Inspect refuse collection routes and conditions of containers; answer customer complaints; check for customer adherence to collection procedures and requirements; identify defective refuse containers and other conditions that prevent successful waste collection.
  • Train new equipment operators and other refuse personnel.
  • Check refuse vehicles for proper maintenance and cleanliness; report mechanical and related maintenance problems to equipment repair personnel and inform the Crew Chief - Solid Waste Services of major mechanical problems.
  • Investigate accidents, injuries, and reported safety hazards.
  • Assist in budget preparation; assess division needs, and work with division staff to establish strategic plans.
  • Hire, supervise, and train staff to include determining workloads and schedules, evaluating, and disciplining staff.
  • Attend mandatory meetings involving commercial and residential upcoming sites.
  • Review and examine site plans as well as plats for future development, on implemented software.
  • Research solid waste collection programs with relative city locations in order to operate efficiently and competitively.
  • Communicate with vendors for the process of purchasing new containers and equipment for daily operation.
  • Order supplies, materials, and equipment essentials for efficient daily operation.
  • Attend close bid meetings for future purchases.
  • Assist with implementation and execution of new routing software for more efficient operation.
  • Monitor the vehicle location program daily in order to successfully maintain route completion.
  • Maintain records, including but not limited to, budget lines, daily operation statistics, and assorted inventory supply.
  • Operate and drive side loader, front loader, rear loader, roll-off or boom trash collection truck as needed between work sites, landfill or collection routes.
  • Perform other job related duties and responsibilities as assigned.
