Diaconia is seeking a talented FMS Logistician, Senior to join their team. This full-time position requires expert knowledge in Security Assistance (SA), technology transfer, export/import compliance, risk management, program/project management, Total Package Approach (TPA) logistics support, and technical data management. The role involves assisting in maintaining program documents, developing plans and procedures, financial management, creating schedule models, assessing resource requirements, and responding to Letters of Request (LOR) to formulate Letter of Offer and Acceptance Data (LOAD) and Manpower Requirements Packages (MRP). The position requires maintaining a U.S. passport and willingness to travel OCONUS. The FMS Logistician, Senior will apply program management concepts to various acquisition and logistics activities supporting FMS programs, including full life cycle TPA requirements. This includes reviewing documentation, coordinating responses, identifying and documenting functional data and resource requirements, and consolidating them into programmatic plans. The role also involves supporting acquisition program management, assisting with cost, schedule, and performance risk assessment, and collecting programmatic inputs for aircraft configurations. The FMS Logistician, Senior will attend various meetings, assist with developing and distributing meeting minutes and action items, and perform material solution analyses. They will also assist with developing various documents such as MOAs, MOUs, SOOs, PWSs, SOWs, LORs, LOAs, LOADs, and MRPs in accordance with relevant legislation and policies. The role includes translating user requirements into pricing and availability data, reviewing proposals and technical documentation, and developing integrated program schedules using networking software. The FMS Logistician, Senior will evaluate OEM-proposed schedules, conduct Schedule Risk Assessments (SRAs), and support the development of contract strategies and program risk assessments. They will also assist with market surveys, lifecycle sustainment plans, and lifecycle cost estimates, and provide program assessments for consistency. The role involves assisting in the development and collection of technical data for milestone approval, supporting key acquisition events and reviews, and reviewing capability requirements for interoperability. Communication with multiple programs and enterprises is essential, as is the integration of intelligence information. The FMS Logistician, Senior will assist SAPMs and technical support personnel with FMS cases, LOA development, and LOAD/MRP preparation and data entry. They will also assist with acquisition strategy planning, P&A data, RFI responses, feasibility studies, and various FMS-peculiar plans and documentation. The role requires applying acquisition management initiatives to commercial acquisitions and practices, and assisting in executing self-assessment programs and FMS case assessments. The FMS Logistician, Senior will capture data using software tools, communicate information to stakeholders, and assist in establishing and maintaining FMS-peculiar Operating Instructions (OIs), guides, and process models. They will also assist in preparing for and executing compliance inspections and maintaining identified deficiencies. Proficiency in FMS-specific software and Management Information System (MIS) applications is required.
