About The Position

This role provides expert product assistance to the Program Manager (PM) and Product Support Manager (PSM) for Total Life Cycle Systems Management. The primary focus is the execution and management of Foreign Military Sales (FMS) logistics, ensuring compliance with international regulations while maintaining cradle-to-grave support for domestic and international weapon systems.

Requirements

  • Expert product assistance to the Program Manager (PM) and Product Support Manager (PSM) for Total Life Cycle Systems Management.
  • Execution and management of Foreign Military Sales (FMS) logistics.
  • Ensuring compliance with international regulations.
  • Maintaining cradle-to-grave support for domestic and international weapon systems.
  • Expertise in the DISAM manual, DoD 5105.38-M (Security Assistance Management Manual), and Air Force Manual 16-101.
  • Experience with Security Assistance TO Data System (SATODS) and Security Assistance Automated Computer Program Identification Number System (ACPINS).
  • Experience with Integrated Electronic Technical Management System (IETMS) and Joint Computer-Aided Acquisition and Logistics Support (JCALS) system.
  • Experience with Secondary Item Requirements System (D200), Master Item Identification Control System (D043), and DoD EMall.
  • Experience with Plant Clearance Automated Reutilization Screening System (PCARSS).
  • Experience with Container Design Retrieval System (CDRS).
  • Experience developing and maintaining Life Cycle Sustainment Plans (LCSP), Post Production Support Plans (PPSP), and Transition to Post Production (TPP) strategies.
  • Experience accomplishing Life Cycle Logistics Management (LCLM) analyses.
  • Experience assisting the program office during all milestone activities.
  • Experience setting up, coordinating, and facilitating IPT meetings, Program Management Reviews (PMR), and Video Teleconferences (VTC).
  • Experience preparing and coordinating SLAs, MOAs/MOUs, SOWs, and electronic Staff Summary Sheets (eSSS).
  • Experience defining maintenance/support concepts for all levels (organic and contractor).
  • Experience supporting the Source of Repair Assignment Process (SORAP) and core activation requirements.
  • Experience acquiring and managing technical information, including TOs and specifications.
  • Experience applying RAM-C (Reliability, Availability, Maintainability, and Cost) analysis.
  • Experience providing technical and analytical support for depot activation and avionics testing/repair.
  • Experience tracking the depot activation Integrated Master Schedule (IMS).
  • Experience identifying spares and computing initial and replenishment requirements.
  • Experience analyzing Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues.
  • Experience managing Packaging, Handling, Storage, and Transportation requirements for hazardous and classified materials.
  • Experience conducting site surveys for facility requirements.
  • Experience performing operating and support cost analyses.
  • Experience developing probable cost estimates and Life Cycle Cost Management (LCCM) programs.
  • Experience applying knowledge of GFP/GFE purchasing.
  • Experience evaluating the impact of proposed modifications on Life Cycle Costs (LCC) through cost-benefit and business case analyses.

Responsibilities

  • Tailor all logistics elements—including spares, Support Equipment (SE), training, facilities, and provisioning—to meet specific FMS customer requirements.
  • Monitor and ensure compliance with DoD security policies, Letters of Request (LOR), Letters of Offer and Acceptance (LOA), ITAR, Delegation of Disclosure Letters (DDL), and the Foreign Assistance Act.
  • Apply expertise in the DISAM manual, DoD 5105.38-M (Security Assistance Management Manual), and Air Force Manual 16-101 to international programs.
  • Manage LOA lines and codes within FMS budget development. Track financial execution and create new Military Articles and Services Lists (MASLs) as required.
  • Develop country-specific Integrated Logistics Support Plans (ILSPs) and manage FMS customer transportation plans within the defense transportation system.
  • Conduct root cause analysis of the FMS supply chain to resolve Deficiency Reports (DR) and recommend improvements.
  • Prepare engineering data management plans, TO verification plans, and manage TO/technical data libraries for international partners.
  • Utilize the Security Assistance TO Data System (SATODS) and the Security Assistance Automated Computer Program Identification Number System (ACPINS).
  • Access and maintain the Integrated Electronic Technical Management System (IETMS) and the Joint Computer-Aided Acquisition and Logistics Support (JCALS) system.
  • Support all aspects of supply system support through the Secondary Item Requirements System (D200), the Master Item Identification Control System (D043), and DoD EMall.
  • Access the Plant Clearance Automated Reutilization Screening System (PCARSS) for re-utilization and screening.
  • Review and evaluate data processed through the Container Design Retrieval System (CDRS).
  • Develop and maintain Life Cycle Sustainment Plans (LCSP), Post Production Support Plans (PPSP), and Transition to Post Production (TPP) strategies.
  • Accomplish Life Cycle Logistics Management (LCLM) analyses and write reports to recommend actions for sustaining system fielding.
  • Assist the program office during all milestone activities, including Materiel Solution Analysis, EMD, Production, and Deployment.
  • Setup, coordinate, and facilitate IPT meetings, Program Management Reviews (PMR), and Video Teleconferences (VTC).
  • Prepare and coordinate SLAs, MOAs/MOUs, SOWs, and electronic Staff Summary Sheets (eSSS).
  • Define maintenance/support concepts for all levels (organic and contractor). Support the Source of Repair Assignment Process (SORAP) and core activation requirements.
  • Acquire and manage technical information needed to translate design requirements into engineering and logistics considerations, including TOs and specifications.
  • Apply RAM-C (Reliability, Availability, Maintainability, and Cost) analysis to evaluate support alternatives and trade-offs.
  • Provide technical and analytical support for depot activation and avionics testing/repair. Track the depot activation Integrated Master Schedule (IMS).
  • Identify spares required for pre- and post-operational phases. Compute initial and replenishment requirements and monitor the repair of spares.
  • Analyze Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues and recommend suitable replacements to resolve MICAP situations.
  • Ensure all mobile or fixed equipment required for operations and maintenance is identified, tracked, and delivered.
  • Manage Packaging, Handling, Storage, and Transportation requirements for hazardous and classified materials. Conduct site surveys for facility requirements.
  • Perform operating and support cost analyses to develop probable cost estimates and Life Cycle Cost Management (LCCM) programs.
  • Apply knowledge of GFP/GFE purchasing to assist in developing budgets and processing purchase documentation.
  • Evaluate the impact of proposed modifications on Life Cycle Costs (LCC) through cost-benefit and business case analyses.
