This role involves preparing designs and overseeing construction for engineering projects, performing design and analysis of hydraulic and hydrologic systems, and requires passing a background check.

Requirements

Bachelor's degree from an accredited college or university in Civil and Environmental Engineering.
Certified Floodplain Manager (CFM) or ability to obtain certification within one (1) year of hire.
Possession of a valid Utah driver's license at time of hire.
One (1) year of experience in Water Resources Engineering, hydraulic and hydrologic modeling (for Grade 16).
Three (3) years of related work experience as a professional engineer with progressive additional responsibility throughout the three years and which at least one (1) year is experience in Water Resources Engineering, hydraulic and hydrologic modeling (for Grade 17).
Licensed by the state of Utah as a Professional Engineer (PE), or if licensed as a PE in another state, must become a licensed PE in the State of Utah within six months of employment (for Grades 16 & 17).
Knowledge of principles, practices, methods, and techniques of Civil Engineering.
Knowledge of principles of engineering mathematics.
Knowledge of estimating procedures.
Knowledge of design and specification preparation.
Knowledge of research engineering methods and best practices.
Knowledge of Hydrology and Hydraulics.
Knowledge of Hydraulic structures.
Knowledge of Land surveying principles.
Knowledge of laws, codes, rules and regulations governing engineering functions.
Ability to analyze survey work and make basic technical computations and estimates.
Ability to draw plans by use of computer-aided design software.
Ability to compile engineering data and statistics.
Ability to interpret engineering plans and specifications.
Ability to use technical writing techniques.
Ability to communicate effectively, verbally and in writing.
Ability to manage conflict professionally.
Ability to effectively use Microsoft Office software including Word, Excel, PowerPoint and Outlook.
Ability to work with businesses, developers, utility companies, FEMA, USACE, other public entities, and general public on an ongoing basis.

Responsibilities

Prepare designs and oversee construction for engineering projects in accordance with general engineering principles and Salt Lake County standards.
Perform design and analysis of hydraulic and hydrologic systems.
Prepare engineering plans, typically using computer-aided design software on Flood Control Ordinance Facilities, Natural Waterways, and Canal Systems.
Prepare flood studies on County Ordinance Facilities.
Act as Construction Manager for projects on Flood Control Ordinance Facilities including natural waterways and canal systems.
Work within and understand the requirements of the FEMA Flood Insurance program.
Review, prepare, or assist in preparing documents for LOMR/CLOMR requests.
Assist in the preparation of storm water master plans, feasibility and evaluation reports, right-of-way acquisition maps and legal descriptions.
Track and manage division programs such as flood control permits and impact fees.
Prepare, file and obtain necessary permits for construction projects.
Assemble all relevant information and prepare and recommend approval for contract pay estimates, change orders, agreements, and proposals.
Coordinate with other personnel from other County Divisions or consultants to obtain surveys, land acquisitions, and other services required for flood control division project purposes.
Represent project engineer or manager as assigned.
Answer inquiries, complaints, and correspondences from the public, including interpretation of County ordinances.
Assist in the section's responsibilities and perform other related duties as assigned.
Prepare Request for Proposal / Request for Qualifications and Scope of Work for consultants and recommend selections of engineering consultants.
Review engineering work of other staff engineers and engineering consultants.
Evaluate, select, and apply standard engineering techniques, procedures and criteria in making engineering designs, calculations, and decisions.
Coordinate and attend meetings with other County Divisions, other government agencies, utility companies, citizens and developers to discuss projects and programs.
Assist in developing and monitoring project budgets.
Ensure projects are completed within allocated budgets and time constraints.
Assist in recommending and prioritizing future projects and infrastructure upgrades, including assisting in creating five-year and twenty-year master plans.
Manage and direct construction methods, requirements, and investigation of alternatives while projects are under construction.
Be on call 24 hours a day during emergencies, flood events, or other high need scenarios as requested.
