About The Position

The Maryland Department of Labor - Division of Workforce Development and Adult Learning is accepting applications for the position of Employee Training Specialist II - Floating Library Assistant. This is a contractual position responsible for providing teaching and learning to residents of an adult maximum correctional facility. The Floating Library Assistant supports the delivery of library services across multiple correctional facility libraries within the Central Region. The position assists librarians in providing access to library resources, supporting educational programming, and maintaining daily library operations that promote literacy, education, personal development, and successful community reentry for incarcerated individuals. Working under the direction of Correctional Education librarians and leadership, the Floating Library Assistant provides operational, programmatic, and logistical support to ensure consistent access to library services and programming across participating facilities. Duties include assisting with program preparation and facilitation, supporting patron services, maintaining library materials and records, and helping ensure that libraries operate in accordance with Correctional Education policies and institutional procedures. Library services are delivered in alignment with Correctional Education policies, institutional procedures, and the American Library Association (ALA) Standards for Library Services for the Incarcerated and Detained, supporting equitable access to information, education resources, and library programming.

Requirements

  • Six years of experience planning and conducting employee development and training.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience planning, conducting or coordinating training or staff development activities for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in education and training classification or education and training specialty codes in the education and training field of work on a year-for-year basis for the required experience.

Responsibilities

  • Supports the preparation and delivery of library programs by organizing materials, assisting with setup, and supporting program facilitation.

  • Supports daily library operations by assisting with locating materials, accessing resources, and participating in library services.
  • Provides afternoon and evening library services that expand patron access to library resources and programming.
  • Library materials are organized, shelved, and maintained to ensure accessibility and usability.
  • Library records, circulation data, and program documentation are maintained accurately and in a timely manner under the direction of the supervising librarian.
  • Works collaboratively with librarians, Correctional Education staff, and institutional personnel.

  • Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.
  • The State of Maryland will subsidize the remaining 75% of the cost for these benefits.
  • You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
  • Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
