About The Position

The Army Navy Business Group is seeking an experienced analyst and subject matter expert (SME) in naval training events and exercises, particularly Large Scale Exercises (LSE), to support Commander, U.S. Fleet Forces (USFF) in Norfolk, VA. The role requires Echelon III or higher staff experience and a working knowledge of U.S. Navy fleet training programs and the Optimized Fleet Response Plan (OFRP). The ideal candidate will also possess excellent public speaking, presentation, and time management skills, with at least eight years of applicable program analyst experience.

Requirements

  • Experienced analyst and subject matter expert (SME) in naval training events and exercises (in particular, Large Scale Exercises [LSE]).
  • Echelon III or higher staff experience.
  • Working knowledge or understanding of U.S. Navy fleet training programs and the Optimized Fleet Response Plan (OFRP).
  • Excellent public speaking, presentation, and time management skills.
  • At least eight (8) years of applicable program analyst experience in U.S. Navy fleet and/or Joint training operations, policy, doctrine, systems, and staff procedures, including an understanding of the Optimized Fleet Response Plan (OFRP), Fleet Response Training Plan (FRTP), Fleet Training Continuum (FTC) and other Navy training policies.
  • Managing/ prioritizing large, complex projects involving numerous stakeholders.
  • Team and/or project leader experience.
  • Leading working groups and cross functional teams.
  • Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables.
  • Engaging Senior Staff at the Flag Officer/Director/Manager level in both written and oral format.
  • Conducting fleet training analysis/assessment to identify gaps, training needs and solutions.

Responsibilities

  • Assist in the planning, execution, assessment, and oversight of exercises.
  • Provide subject matter expertise on planning issues across the full spectrum of an exercise lifecycle.
  • Support, analyze, coordinate, and provide administrative responses to formal, informal, emergent, and routine tasks concerning planning and execution of exercises.
  • Provide recommendations and advice to USFF N7 government representatives in a variety of forums, meetings, conferences and working groups.
  • Provide subject matter expertise during planning, execution, and assessment events covering a broad range of planning topics (e.g., exercise control, opposing force (OPFOR), manpower, etc.).
  • Assist in coordinating and updating USFF N7 government representatives on the day-to-day execution of ongoing exercise lifecycle events.
  • Assist in researching, developing and/or coordinating various exercise event “hot wash” documents, AAR, and post-event analysis.
