Fixed Income Algo Technology, Director

Citi•New York, NY
•$170,000 - $300,000

About The Position

Citi is seeking a Director to lead its global Fixed Income Algo Technology organization. The role owns the end-to-end technology strategy, delivery, and production operations of the cross-asset Algo platform for pricing, hedging, execution, and venue connectivity across Rates and Credit and all regions. The Director sets the multi-year technical vision, leads and develops a global engineering organization, and serves as the primary technology partner to Fixed Income electronic trading leadership. The position is accountable for platform performance, resilience, and controls, while remaining technically engaged through architecture work and review of critical Java and Rust designs and code. The Fixed Income Technology group designs, develops, and supports trading and risk management systems used by Citi's Fixed Income business. Its Algo Technology team builds and operates the low-latency pricing, hedging, and execution platform supporting electronic market-making and algorithmic execution. The team works closely with traders, quantitative researchers, and other business stakeholders. The Director will guide architecture and engineering standards; deliver business-critical platform initiatives; manage performance, resilience, and production risk; ensure regulatory and internal control compliance; and oversee vendor relationships, budgets, headcount, and location strategy. The role also collaborates with technology teams across other asset classes and with infrastructure and market data groups.

Requirements

  • Extensive professional software engineering experience in front-office markets technology, with a substantial track record in low-latency electronic and algorithmic trading.
  • Prior experience leading a global or multi-region engineering organization with engineering leads reporting into the role.
  • Demonstrated success building, leading, and retaining high-performing senior engineering teams, including experience managing managers.
  • Experience owning headcount, budget, and location strategy, and a strong record of delivering large, business-critical initiatives.
  • Deep understanding of Fixed Income Rates and Credit products, including pricing, risk sensitivities, and hedging relationships, as well as electronic trading, market data, and the trade lifecycle.
  • Strong working knowledge of Fixed Income market microstructure and relevant venues and platforms, including CME, Eurex, ICE, MTS, BrokerTec, FMX, Tradeweb, Bloomberg, and MarketAxess; understanding of order book dynamics, matching engines, order types, protocols, and latency characteristics.
  • Expert-level understanding of performance-critical low-latency systems built in Java and Rust, with credibility to lead architecture and design reviews with senior engineers.
  • Experience owning or building low-latency pricing, hedging, and execution systems at scale, including integrating Fixed Income quantitative pricing containers into real-time trading flows.
  • Strong knowledge of high-performance messaging middleware, such as Aeron or Solace, and low-latency data-handling techniques.
  • Understanding of low-level performance tuning, including CPU isolation and thread pinning, NUMA-aware memory layout, kernel-bypass networking, huge pages, and JVM/GC tuning for predictable tail latency.
  • Hands-on experience with vendor trading stacks and connectivity such as Redline and ION, and with designing complex, distributed, fault-tolerant systems.
  • Familiarity with modern development practices and tooling, including Git, Jenkins/CI-CD, Docker or OpenShift, automated testing, and observability.
  • Understanding of algorithmic trading controls and regulations, including MiFID II RTS 6, the SEC Market Access Rule, algo testing, and certification requirements; experience operating within a strong control framework.
  • Ability to engage and influence senior business leaders, trading heads, quants, risk and control functions, and technology executives, and to explain strategy and trade-offs in commercial terms.
  • Exceptional analytical skills and sound judgement under pressure, particularly during live production incidents with direct P&L impact.
  • Excellent written, verbal, and interpersonal communication skills, including the ability to represent the platform in executive, regulatory, and audit forums and explain complex technical concepts to technical and non-technical audiences.
  • Bachelor's or Master's degree in Computer Science, Engineering, Mathematics, or a related field.

Nice To Haves

  • Recent hands-on engagement with Java and Rust technologies is strongly preferred.

Responsibilities

  • Own the global technology vision and multi-year roadmap for the Fixed Income Algo platform, including pricing, hedging, execution, and venue connectivity across Rates and Credit.
  • Lead, grow, and develop a global team of engineers and engineering leads across multiple regions; own hiring, talent development, succession planning, and performance management.
  • Act as the senior technology counterpart to Fixed Income electronic trading leadership, Algo trading desks, and quantitative research, translating business priorities into a funded technology agenda.
  • Set and enforce platform architecture and engineering standards for Java and Rust codebases, high-performance messaging, quantitative container integration, and deterministic low-latency design; chair design reviews and provide final technical sign-off on critical-path changes.
  • Deliver business-critical initiatives across the Algo stack, including platform builds, venue onboarding, and pricing and hedging model rollouts; manage scope, dependencies, risk, and stakeholder expectations.
  • Own platform latency, throughput, and availability targets, and drive ultra-low-latency performance and fault-tolerant operation across hardware, operating systems, network stack, JVM tuning, kernel-bypass networking, and colocation.
  • Own production stability, lead major incident response and post-incident reviews, and maintain the algorithmic trading technology control framework, including pre-trade risk controls, kill switches, change management, and algo testing and certification.
  • Ensure the platform and development lifecycle meet regulatory expectations and internal risk, audit, and model governance standards; represent the platform in audit, regulatory, and risk forums.
  • Manage strategic relationships with technology vendors and trading venues, including build-versus-buy decisions, commercial negotiations, and connectivity roadmaps.
  • Own organizational budget, headcount, and location strategy, including infrastructure and vendor spending, while pursuing efficiency without compromising performance or controls.
  • Collaborate with peer technology leads across Equities, FX, and Commodities electronic trading, as well as core infrastructure and market data teams, to promote shared components, consistent standards, and reuse.
