Oakland County is seeking an experienced Fiscal Services Supervisor to oversee complex financial operations that support the County's fiscal integrity and strategic decision-making. In this leadership role, you'll supervise a team of collection specialists while performing a variety of reimbursement activities that directly support County departments and leadership. Requirements

Bachelor’s degree from an accredited college or university with a major in Accounting, Business Administration, Finance, Economics, Public Administration, or related field of study AND four (4) years of full-time work experience in the development and/or administration of grant programs, financial analysis, business administration, general accounting, cost accounting, economic analysis, personnel administration, or related field, including one (1) year in a supervisory or leadership role or project management experience.
Associate’s degree from an accredited college or university with a major in Accounting, Business Administration, Finance, Economics, Public Administration, or related field of study AND six (6) years of full-time work experience in the development and/or administration of grant programs, financial analysis, business administration, general accounting, cost accounting, economic analysis, personnel administration, or related field, including one (1) year in a supervisory or leadership role or project management experience.
High School graduate or have a certificate of successful completion of the General Educational Development (GED) Test AND eight (8) years of full-time work experience in the development and/or administration of grant programs, financial analysis, business administration, general accounting, cost accounting, economic analysis, personnel administration, or related field, including one (1) year in a supervisory or leadership role or project management experience.
Ability to communicate work-related information clearly and professionally.

Nice To Haves

Considerable knowledge and experience in reading and interpreting court documents.
Experience working within court administration, criminal justice, probation/parole, corrections, prosecution, or restitution collection programs.
Experience reconciling accounts, processing account adjustments, and ensuring compliance with court orders.
Considerable knowledge of the statutes that pertain to the collection of court ordered costs.
Knowledge of governmental accounting procedures, receipting, deposits, payment processing, and financial reconciliation.

Responsibilities

Supervise, coach, and develop a team of professional, para-professional, and clerical employees within the Fiscal Services Division
Coordinate complex reimbursement functions such as account reviews, processing state income tax garnishments, attending court proceedings, handling correspondence, and overseeing the loading and disbursement of victim restitution.
Ensure compliance with governmental accounting standards, legislative requirements, and County financial policies
Recommend and implement process improvements that enhance the efficiency, accuracy, and effectiveness of fiscal operations
Collaborate with County departments to develop and implement financial procedures, programs, and regulations
Utilize financial information systems and serve as a functional lead for system implementations, testing, and process improvements
Build strong working relationships with internal departments and external government partners to support County financial initiatives
Provides technical guidance, supervision, training, scheduling, performance management, and workload coordination for employees responsible for the collection, accounting, and disbursement of court-ordered financial obligations.
Oversees the administration, auditing, collection, adjustment, and maintenance of restitution, fines, fees, and other court-ordered financial obligations to ensure compliance with court orders, statutes, policies, and procedures.
Coordinates and monitors restitution processes, including victim identification and disbursement activities, and works with courts, probation, prosecutors, and other agencies to resolve any account discrepancies and outstanding issues.
Administers specialized collection and enforcement activities, including tax intercept programs, payment plan administration, satisfactions, garnishments, set as sides, parole discharges, and other legally authorized collection processes.
Represents the Reimbursement Unit in court proceedings, hearings, interdepartmental meetings, and other forums requiring expertise in financial obligations, collection practices, policies, and procedures.
Serves as a liaison with judges, court staff, attorneys, probation and parole personnel, Corporation Counsel, state agencies, and the public regarding account status, collections, restitution matters, and compliance issues.
Oversees financial control functions including deposits, receipting, online payments, reconciliations, disbursements, refunds, transfers, account adjustments, and related accounting activities to ensure financial integrity and audit compliance.
Coordinates and prepares reports, correspondence, audits, and required state, court, and county reporting related to restitution, collections, crime victim rights, and other reimbursement activities.
Reviews and responds to complex inquiries, correspondence, public records requests, and legal matters requiring research, analysis, and coordination with internal and external stakeholders.
Maintains operational oversight of assigned financial and case management systems, including user access, security permissions, workflow administration, system testing, and process improvements.
Leads operational planning, problem-solving initiatives, and special projects designed to improve efficiency, strengthen internal controls, ensure regulatory compliance, and enhance service delivery.
Monitors and stays current on changes to laws, regulations, and statutes affecting court collections operations and procedures.
Provides clear, professional, and effective communication to internal and external stakeholders while delivering exceptional customer service.
Administers and maintains employee payroll, attendance records, leave tracking, and staff scheduling to ensure efficient operations.
Performs supervisory and managerial responsibilities, including conducting performance evaluations, addressing disciplinary matters, and overseeing daily staff activities and work assignments.
Ensures that fiscal services practices are in accordance with accepted techniques and legislative requirements.
Confers with federal, state, and local government or other agency representatives regarding the implementation and/or development of new programs, procedures, and regulations.
Performs other duties as assigned.
Complies with all policies and standards.
Utilizes current countywide and/or department specific software to complete assignments.
