This role involves the development, revision, and implementation of accounting systems and procedures to ensure accurate accounting for an agency's financial transactions. The Fiscal Officer is responsible for preparing financial reports required by State laws and local rules, detailing claims and expenditures. They also prepare annual operating budgets and grant applications by compiling and analyzing financial data. The position directs and supervises subordinate staff engaged in account keeping, clerical, and fiscal activities. Additionally, the Fiscal Officer performs cost and budget analyses, financial forecasting, feasibility studies, and other accounting tasks to enhance program efficiency and effectiveness. They maintain ledger and journal accounts, reconcile bank statements, and prepare periodic fiscal and statistical statements and reports for agency use or submission to State and Federal agencies. The role also involves assisting in the preparation of fiscal contracts, advising department heads and staff on fiscal and reporting requirements, and coordinating purchases by verifying fund availability and preparing requisitions and purchase orders. The Fiscal Officer utilizes a personal computer for financial inquiries, record maintenance, and financial analyses.
