This position involves performing advanced professional accounting work and assisting in the maintenance of federal and state governmental accounting systems. The role requires working under general supervision, with work reviewed through periodic checks of accounts and records. Key responsibilities include maintaining control accounts for various funds, preparing financial statements and reports, reviewing the work of accounting staff, preparing and routing necessary forms, analyzing budgetary relationships, and developing recommendations for budgetary actions. The officer will also provide budgetary assistance in formulating annual budget requests for both state and federal budgets, coordinate with program directors on budget estimates, and manage the operations and maintenance budget, including purchase orders, travel, reimbursements, and reconciliations. Ensuring adequate quarterly allotments, assisting with the general ledger, pre-auditing receipts, and maintaining control of financial accounting systems, including the state's grant reporting portal, are also crucial. The role involves examining and verifying various financial documents, maintaining related files, reconciling agency records with state and federal divisions, and responding to audit requests. Additionally, the officer will approve, recommend changes to, or decline project/purchase requests and travel reimbursements based on guidelines, and reconcile Standard Form 270. Assistance with federal and state audits is also required.
