About The Position

The City of Springfield is seeking applicants for a Fiscal Officer position within the Office of Public Utilities, specifically in the Budget & Management Division. This role is responsible for overseeing agency budget preparation, compiling revenue projections, preparing ordinances and financial analyses, and managing invoice payments and equipment purchases.

Requirements

Bachelor's degree with coursework in public administration, finance, economics, or business administration, or accounting or legal studies.
At least two years of experience in budgeting, financial analysis, and reporting, or an equivalent combination of education and experience.
Ability to support grant-writing activities.
Familiarity with financial software.

Nice To Haves

Knowledge of the City of Springfield’s financial structure, policies, and procedures is preferred.
Preference for employment in all positions with the city shall be given to applicants who are full-time city residents.
Current City employees must have completed their probationary period and attained certified status in their current position.

Responsibilities

Oversee all agency budget preparation and submittals for OBM.
Work with OBM staff to compile revenue projections, program narratives, and expense compilation.
Prepare all ordinances, ordinance request forms, fiscal review forms, and document modifications.
Oversee the payment of invoices as well the purchase of equipment, office supplies and materials.
Prepare reports and/or specialized financial and policy analyses as required by the OBM Director and/or the imbedded agency.
