About The Position

The Mayor’s Office of Employment Development (MOED) coordinates and directs workforce development initiatives responsive to the needs of Baltimore City employees and job seekers to enhance and promote the local economy. MOED's mission is to deliver economic justice to the city by creating an equitable workforce system for all residents, especially those who have been generationally and systemically disadvantaged, ensuring viable economic opportunities. This Budget Specialist position is responsible for providing technical and administrative support related to budget processing, budget data entry, and financial record maintenance within the fiscal department. The role performs routine budget support functions by entering, updating, tracking, and maintaining budget information in financial systems and spreadsheets in accordance with established procedures and guidelines. This role focuses primarily on transactional and clerical budget support activities and does not require advanced analytical, interpretive, or strategic fiscal responsibilities. Work is generally performed under established procedures with supervisory guidance and review.

Requirements

  • At least two years of experience in performing budgetary, fiscal or accounting work at a professional level.
  • Experience performing clerical, administrative, data entry, or financial support work preferred.
  • Basic knowledge of office procedures and recordkeeping practices.
  • Experience using spreadsheets and financial software systems required.
  • Ability to speak and write effectively.
  • Have an equivalent combination of education and experience.

Responsibilities

  • Enter budget data, revisions, adjustments, and transfers into financial systems.
  • Update spreadsheets, tracking logs, and budget records.
  • Assist with maintaining budget files and documentation.
  • Process routine budget-related forms and requests.
  • Verify completeness of submitted budget documents before processing.
  • Maintain accurate data within budget and accounting systems.
  • Run standard system reports as requested.
  • Assist with uploading or inputting financial information into designated databases or software.
  • Monitor data entry for accuracy and consistency.
  • Organize and maintain budget records, files, and support documentation.
  • Assist with routing budget documents for approvals.
  • Prepare routine correspondence and status updates.
  • Respond to basic budget-related inquiries and redirect complex issues to supervisory staff.
  • Assist with tracking budget balances and expenditure using established reports.
  • Compare data between spreadsheets and financial systems for consistency.
  • Identify and report basic discrepancies for supervisory review.
  • Support month-end, quarter-end, and year-end budget processing activities.
  • Ensure budget documents are filed and maintained according to departmental procedures.
  • Follow established fiscal policies and internal procedures.
  • Maintain confidentiality of financial information.
