About The Position

Fiscal Analyst 4 (FA4/FS) 71066364 Take the lead on managing millions in federal funding that directly supports behavioral health and substance use services across Washington State. In this senior Fiscal Analyst role, you will ensure regulatory compliance, serve as a key partner to program and agency leadership, and oversee high profile grants from start to finish. This position offers hybrid-flexibility and an opportunity to make a real difference for individuals and families in Washington. About the division: The Federal Financial Reporting section of the Financial Services (FS) division prepares quarterly and annual federal reports (SF-425, CMS -64, CMS-21, etc.), manages the state's Medicaid and Substance Abuse and Mental Health Services Administration (SAMHSA) grants, Department of Justice (DOJ) grants, Centers for Medicaid Services (CMS) grants, oversees the cost allocation system, manages the financial components of the Advance Planning Document (APD) process for the agency's information technology projects and Medicaid Eligibility and Enrollment, and assists the agency's internal auditor to ensure that HCA is in compliance with all audits, reviews, referrals, disallowances, and audit resolutions. In addition, this section serves as a fiscal liaison between HCA and the Washington State Health Benefits Exchange - the non-state agency charged with determining eligibility for the state's Medicaid program. About the position: The Fiscal Analyst 4 manages a portfolio of federal behavioral health grants, including substance use, mental health, and opioid response awards, overseeing the full grant life-cycle from application through closeout. The role ensures compliance with state and federal regulations, handles audit inquiries, and coordinates with program managers and leadership on fiscal oversight and federal reporting. Grant dollars supported by this position directly fund services for individuals and families in need. This position is eligible to telework but is frequently required to report on-site to meet business need. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment, regardless of telework status or location.

Requirements

  • Option 1: A Master’s degree in a financial field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager, or Management Accountant.
  • Option 2: Bachelor's degree that includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting and two (2) years of relevant professional experience in the areas below.
  • Option 3: Associate degree that includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting and four (4) years of relevant professional experience in the areas below.
  • Option 4: Six (6) years of relevant professional experience in the areas below.
  • Providing financial oversight of multiple federal behavioral health grants.
  • Researching, analyzing, monitoring, and tracking grant expenditures.
  • Reviewing and managing contract balances, appropriations, spending limits, indirect costs, and required match funding.
  • Preparing and delivering monthly grant status reports.
  • Communicating complex grant and financial information.
  • Managing and maintaining financial coding.
  • Overseeing submission of reports and reimbursement requests.

Responsibilities

  • Serve as the lead for financial oversight of multiple federal substance abuse and mental health grants.
  • Research, analyze, monitor, and track grant expenditures to ensure accurate use of funds.
  • Prepare and deliver monthly grant status reports, including financial summaries and analysis.
  • Develop and present recommendations based on grant performance and funding trends.
  • Communicate complex grant and financial information to executive leadership, budget staff, and program teams.
  • Manage and maintain financial coding for assigned grants, aligning with agency’s chart of accounts.
  • Oversee submission of reports and reimbursement requests through systems such as the Payment Management System (PMS) and Automated Standard Application for Payments (ASAP).
  • Review and monitor account balances for assigned grants.
  • Serve as a consultant to executive management, budget staff, and program staff by providing guidance, project calculations, and analysis related to grant awards and amendments.
  • Monitor expenditure data for grants, to include monthly reporting to program staff on the status and likelihood of meeting spending requirements that include Maintenance of Effort (MOE) on relevant grants.
  • Prepares grant accruals for end of each fiscal year and produces data for subrecipient Schedule of Expenditures of Federal Awards (SEFA) reporting.
  • Review all Washington State Auditor’s Office (SAO), Substance Abuse and Mental Health Services Administration (SAMHSA), and Department of Justice (DOJ) audit data requests for assigned awards and work with various staff to ensure sufficient data and/or reports are provided.
  • Ensure all financial activity complies with federal and state laws, regulations, and accounting standards
