Exempt; full-time; 40 hours per week; Monday - Friday; 8:00 am - 4:30 pm; Partial teleworking schedule may be available in accordance with Division policies; full benefits; grant-funded  This professional position will oversee the financial affairs for Frederick County Workforce Services, to include grants accounting, budget, procurement and contracts, MOUs, etc.   The position will analyze and provide accurate reports and projections to the Director, Grants Manager, and Program Managers.  Leading and completing the department's monthly and quarterly state and federal reports and ensuring grants are managed in accordance with applicable Federal, State and local laws and regulations will also be performed.  Direction may be given to fiscal and administrative support staff; supervision is received from the Grants Manager. NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy.  For external hires, offers are made at the base wage rate. Requirements

  • Bachelor's degree in Accounting, Public Administration, Management, or a related field
  • Minimum 2 years of work experience in a responsible accounting or fiscal position that must include a background in financial writing and reporting
  • Minimum 1 year of work experience with MS Excel to include a background creating and maintaining complex spreadsheets
  • Intermediate skill in Microsoft 365
  • NOTE: Additional years of closely related work experience may substitute for a portion of the education requirement
  • Extensive knowledge of accounting principles, laws, regulations
  • Strong mathematical and clerical skills including the ability to accurately compile and verify data, and to prepare and maintain files, records, forms, spreadsheets, etc.
  • Ability to effectively develop and administer budgets, financial reporting, credit and collection and other aspects as described above
  • Ability to effectively train and direct accounting, administrative and support staff
  • Ability to effectively make independent decisions, prioritize work and complete assigned duties with minimal supervision
  • Ability to respond quickly, calmly and effectively in emergency situations
  • Discretion and good judgment in dealing with financial matters and other confidential/sensitive information
  • Ability to develop and maintain effective working relationships with County offices/agencies, and the general public
  • Strong and effective spoken and written (English) communication skills, including public speaking, mediation, and conflict resolution skills

Responsibilities

  • Work with the Grants Manager to plan, develop, implement, evaluate, and direct department's financial activities and reporting
  • Establish, maintain, and provide financial projections and analysis of grant spending
  • Monitor account line balances for FCWS' Federal, State and County resources.
  • Review and approve all fiscal transactions prior to Grants Manager's approval to Accounting/Procurement
  • Provide fiscal technical support to staff; act as a liaison with state and local departmental staff, program clients, colleges and training providers, representatives of governmental agencies, and the general public on FCWS fiscal issues
  • Oversee grant expenditures and obligations; provide regular analysis and updates to program managers on available balances
  • Develop, implement, and update policies and procedures for financial functions to ensure compliance with applicable standards
  • Coordinate and facilitate multi-year planning to include development of short- and long-term range goals that align with allowable grant activities
  • Assist Grants Manager in budget development for County, State, and Federal funding streams
  • Interpret and utilize financial data in making financial decisions
  • Monitor all grant projects and provide necessary reporting documents to requesting agencies
  • Oversee monitoring of any sub-recipients, contractors and/or vendors in accordance to grant requirements
  • Serve as liaison for yearly State financial auditing; lead the department's response to audit /monitoring questions, desk reviews, on-site monitoring activities
  • Oversee time allocation process for all staff; allocate staff time on electronic timesheets according to submission
  • Oversee and participate in the development and administration of accounting practices ensuring maintenance of funds in accordance with current Federal and State regulations and guidelines
  • Prepare and present reports; provide timely, accurate and complete reports on the operating condition of the Department; recommend operational areas for decreasing costs
  • Serve as backup liaison with the Office of Procurement and Contracting to write RFP's, develop contracts, and manage contract renewals
  • Assist in developing and using accounting policies and procedures
  • Assist and train other personnel whose duties include or affect accounting, accounts payable, accounts receivable, reimbursements, etc.
  • Prepare, review and interpret financial statements and statistical reports
  • Perform other related duties as required
