About The Position

Are you interested in serving your community? Are you seeking a career in Public Health? Join Summit County Public Health! We are looking for an Fiscal Officer to work full-time (35 hours per week) Monday through Friday. The Fiscal Officer oversees all aspects of work in their assigned unit. This includes budgeting, developing/implementing strategic plans, developing controls and guidelines, supervision, building strong ties at the federal, state and local level, and program development and expansion.

Requirements

  • This position requires a Bachelor's degree in Accounting, Finance or related field, a Masters' degree is preferred.
  • 5-7 years' of directly related work experience and one year of supervisory experience.
  • Valid Ohio driver's license, automobile availability, and liability insurance coverage.

Responsibilities

  • Plans, coordinates and manages the fiscal operations of the agency.
  • Develops and implements fiscal plans, controls, guidelines and procedures.
  • Maintains expenditure controls, encumbers funds, review obligations, implements adjustments to operational plans.
  • Develops reviews and maintains accounting and or auditing systems.
  • Develops budgets and manages budget related activities; establishes and maintains budgetary controls for divisions and departments within the agency.
  • Assures compliance with applicable state and or federal laws.
  • Supervises staff involved in fiscal operations.
  • Assures adequate training for staff.
  • Develops, prepares and oversees preparation and maintenance of various fiscal related reports, records, analyses, financial statements and/or other documentation (e.g. internal management reports, budget forecasts and cost projections, revenue and expenditure comparisons, cost allocation plans, manpower forecasts, bid specifications, correspondence such as formal requests for federal grant assistance, policy statements and manuals or forms containing agency accounting systems procedures.)
  • Advises administrative officials regarding fiscal and budgetary problems, status of expenditures and other financial matters.
  • Serves as the subject matter expert on fiscal matters.
  • Works collaboratively with the Director of Administration and Health Commissioner to assess and mitigate financial risk and safeguard the assets of the health district.
