About The Position

The State of Connecticut Department of Consumer Protection (DCP) is seeking a Fiscal/Administrative Manager 1 to oversee all functions within the DCP Business Office. This role is responsible for managing Purchasing, Accounts Payable, Accounts Receivable, Fixed Assets, and Budgeting. The position will lead the transition of Business Office functions from DAS to DCP, establish new procedures, and prepare budget information for the Office of Policy and Management (OPM), including submitting the Comprehensive Financial Status Report (CFSR). This is a full-time, first shift position located in Hartford, CT, with a hybrid work arrangement.

Requirements

  • Current State of Connecticut employee with at least six (6) months of full-time service or full-time equivalent service.
  • Nine (9) years of experience in a combination of fiscal administrative functions (e.g. accounting, accounts examining, budget management, grants administration, personnel, payroll, purchasing), at least one (1) of which must be an accounting function.
  • One (1) year of the General Experience must have been supervising professional level staff.
  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in public administration, business administration, or accounting may be substituted for one (1) additional year of the General Experience.
  • Considerable knowledge of and ability to interpret and apply relevant state and federal laws, statutes and regulations.
  • Principles and practices of public administration with special reference to governmental budget management and governmental accounting.
  • Knowledge of and ability to apply management principles and practices.
  • Principles and procedures of personnel, payroll, purchasing, grant administration and contract administration.
  • Considerable interpersonal skills.
  • Oral and written communication skills.
  • Considerable ability in preparation and analysis of financial and statistical reports.
  • Ability to analyze budgetary and related problems.
  • Ability to utilize EDP systems for financial management.

Responsibilities

  • Oversee all functions within the DCP Business Office, including Purchasing, Accounts Payable, Accounts Receivable, Fixed Assets, and Budgeting.
  • Oversee the new standalone unit that previously operated in conjunction with DAS as a Small Agency Resource Team (SmART) agency.
  • Lead the transition of all Business Office functions from DAS over to DCP, with the exception of Payroll.
  • Set up new procedures specific to DCP, including purchasing/P-Card, Assets, and Travel.
  • Prepare all budget information required by the Office of Policy and Management (OPM) during budget periods.
  • Submit the monthly Comprehensive Financial Status Report (CFSR), among other budgetary tasks.
  • Direct staff and operations of the fiscal administrative office.
  • Coordinate, plan, and manage office activities.
  • Formulate program goals and objectives.
  • Develop or assist in the development of related policy.
  • Interpret and administer pertinent laws.
  • Evaluate staff.
  • Maintain contacts with individuals within and outside of the unit who might impact on program activities.
  • Coordinate fiscal management functions including budget preparation and management, accounting and financial reporting and analysis.
  • Assist in planning and implementation of financial aspects of EDP systems.
  • Utilize EDP systems for financial records, reports and analyses.
  • Prepare programmatic fiscal administrative analysis and impact statements on proposed regulations and legislation.
  • Direct and coordinate a variety of administrative functions such as grant administration, personnel, payroll, purchasing and contract administration.
  • Manage support services such as maintenance, duplicating services, switchboard, mailroom, food services, security and housekeeping.
  • Ensure conformance with related standards of TJC, OSHA, Environmental Protection and other regulatory agencies.
  • Lead the recruitment and hiring of staff, including outreach, interview and selection.
  • Perform related duties as required.
