About The Position

The Damage Control/Firefighting (DC/FF) Specialist serves as a Damage Control subject matter expert in support of the CNSP Fire Safety Assessment Program (FSAP). This role involves conducting shipboard assessments, policy reviews, and training for shipboard Fire Marshals and In-port Emergency Teams. The specialist is responsible for policy and technical issues related to shipboard firefighting, both within and outside industrial facilities. They plan, execute, and monitor short and long-term strategies and process improvements to enhance the firefighting capabilities of ships. This includes planning Damage Control Fire Safety inspections, providing technical guidance on Damage Control and Firefighting Systems, and monitoring the readiness and material condition of firefighting equipment. The position requires maintaining liaison with various naval commands and contractors regarding industrial availabilities. The incumbent works under the general and technical direction of the Force Damage Control Officer, with significant latitude for independent action and decision-making. Work is reviewed for the achievement of objectives and soundness of conclusions. The position requires frequent temporary duty travel (approximately 50%), potentially overseas, and work aboard U.S. Naval ships, including industrial sites and shipyards, sometimes with short notice. A pre-employment medical exam and a valid driver's license are required.

Requirements

Minimum of five (5) years of experience working onboard ship in Damage Control.
Extensive knowledge and skills in Damage Control across all classes of surface combatants.
Thorough knowledge of Damage Control installed and portable system performance, operation, and technical specifications per NSTM and applicable technical publications.
Working knowledge of major equipment/systems aboard naval ships, including operational and/or repair experience.
Experience in damage control equipment, procedures, requirements, and installation.
Ability to factor applicable policies, procedures, regulations, and precedent cases into damage control assessments.
Ability to use judgment and adapt guidelines where appropriate.
Ability to perform personal observation and planned studies to gather information, identify and analyze procedures, problems, and issues.
Ability to determine effective procedures to improve the efficiency, effectiveness, and safety of the damage control environment.
Ability to analyze interrelated issues of effectiveness, efficiency, and safety to produce assessments and recommend corrective actions.
Ability to serve as the Damage Control Subject Matter Expert on a combined civilian-military team.
Must pass a pre-employment medical exam.
Valid state driver's license required.
Secret Clearance required.
U.S. Citizenship required.

Responsibilities

Plan, execute, and monitor strategies and process improvements to enhance firefighting capabilities.
Plan all aspects of Damage Control Fire Safety inspections aboard surface combatant platforms.
Provide technical guidance to Force Damage Control Officer, Program Managers, and surface ships on Damage Control and Firefighting Systems compliance.
Monitor the readiness and material condition of surface ships' firefighting equipment and associated supporting equipment.
Identify material problem trends and potential class-wide problem areas through reports and assessments.
Maintain liaison with counterparts at NAVSEA, Naval Supervisory Activities, RMCs, support contractors, Fleet Commanders, and other CNSP TYCOM Directorates.
Ensure fire/ship safety requirements are included in project planning and followed throughout availability execution.
Critique unusual situations or changes affecting management and discuss with the supervisor for compatibility with organizational goals.
