About The Position

The Damage Control/Firefighting (DC/FF) Specialist serves as a Damage Control subject matter expert in support of the CNSP Fire Safety Assessment Program (FSAP). This role is responsible for conducting shipboard assessments, policy reviews, and training for shipboard Fire Marshals and In-port Emergency Teams. The incumbent plans, executes, and monitors short and long-term strategy and process improvement efforts to enhance the firefighting capabilities of ships, particularly in an industrial environment. This position requires extensive knowledge of Damage Control across all classes of surface combatants and a thorough understanding of Damage Control installed and portable system performance, operation, and technical specifications. The work is performed on the basis of knowledge, skills, and experience in damage control equipment, procedures, requirements, and installation, factoring in applicable policies, procedures, and regulations. Assignments involve personal observation and planned studies to gather information, identify and analyze procedures, problems, and issues, and determine effective procedures to improve the efficiency, effectiveness, and safety of the damage control environment. The incumbent must use judgment in selecting or adapting guidelines where appropriate, as procedural guidelines are not always applicable to specific project assignments. This position will be the Damage Control Subject Matter Expert on a combined civilian-military team, balancing the strengths and weaknesses of each member for maximum productivity and efficiency. The role requires frequent temporary duty travel (approximately 50% of the time), potentially to overseas locations, and work aboard U.S. Naval ships, including industrial sites and shipyards, with short notice requirements. A valid U.S. Government No-Fee Passport and a valid state driver’s license are required. A pre-employment medical exam must be passed.

Requirements

Minimum of five (5) Years of Experience working onboard ship in Damage Control.
Extensive knowledge and skills in Damage Control across all classes of surface combatants.
Thorough knowledge of Damage Control installed and portable system performance, operation, and technical specifications per NSTM and applicable technical publications.
Working knowledge of major equipment/systems aboard naval ships, including operational and/or repair experience.
Knowledge and skills in damage control equipment, procedures, requirements, and installation.
Ability to factor in applicable policies, procedures, regulations, and precedent cases into damage control assessments.
Ability to use judgment in selecting or adapting guidelines where appropriate.
Ability to perform personal observation and planned studies to gather information, identify and analyze procedures, problems, and issues.
Ability to determine effective procedures to improve the efficiency, effectiveness, and safety of the damage control environment.
Ability to analyze interrelated issues of effectiveness, efficiency, and safety to produce assessments and recommend corrective actions.
Must pass a pre-employment medical exam.
Must have a valid state driver’s license.
Secret Clearance required.
U.S. Citizenship required.

Responsibilities

Conduct shipboard assessments, policy reviews, and training for shipboard Fire Marshals and In-port Emergency Teams.
Serve as a Damage Control subject matter expert for the CNSP Fire Safety Assessment Program (FSAP).
Plan, execute, and monitor short and long-term strategy and process improvement efforts to improve firefighting capabilities of ships.
Plan all aspects of a Damage Control Fire Safety inspection aboard all surface combatant platforms, including monitoring the development of the Schedule of Events (SOE), analyzing required inputs, and building the FSAP Damage Control inspection and plan.
Provide technical guidance to Force Damage Control Officer, Program Managers, and surface ships regarding compliance with CNSP instructions and policy for Shipboard Damage Control and Firefighting Systems, especially for ships in maintenance availability.
Monitor the readiness and material condition of surface ships' firefighting equipment and associated supporting equipment for all CNSP surface ships in industrial availabilities through CASREPs, assessments, inspections, and other naval message traffic to identify material problem trends and potential class-wide problem areas.
Maintain liaison with counterparts at Naval Sea Systems Command (NAVSEA), Naval Supervisory Activities, Regional Maintenance Centers (RMCs), support contractors, Fleet Commanders, other CNSP TYCOM Directorates, and subordinate commands on matters pertaining to planned major industrial availabilities.
Ensure fire/ship safety requirements are included in project planning and followed throughout availability execution.
Critique, identify unusual situations, or changes affecting management and discuss them with the direct supervisor for compatibility with organizational goals, guidelines, and effectiveness in achieving intended objectives.
Formulate methods and procedures for the successful accomplishment of assignments.
Balance the strengths and weaknesses of civilian and military team members to gain maximum productivity and efficiency.
