About The Position

The Office of the State Fire Marshal (OSFM) is seeking a knowledgeable and detail-oriented Fire & Rescue Trainer/Instructor to support statewide efforts related to the use and reporting of Aqueous Film Forming Foam (AFFF) by fire departments across North Carolina. This role is responsible for developing and managing a comprehensive reporting system to accurately track AFFF quantities, distribution, and usage, while also providing essential education to fire service personnel. The mission of the North Carolina Office of State Fire Marshal (OSFM) is to ensure the safety and well-being of North Carolina's citizens by providing expert fire cause investigations, training for first responders, and enforcing state building codes. OSFM's divisions work together to protect lives and property through comprehensive fire safety programs and services. With eight key divisions - Codes and Interpretations, Field Services, Risk Management, Licensing and Certifications, Ratings/Grants/GIS/Foam, Fire & Rescue Training/Commission/RPD, Fire Investigation Unit, and Community Risk Reduction - the dedicated staff at OSFM take on a diverse range of essential responsibilities, directly impacting the safety of North Carolina's citizens. Requirements

  • Associates degree in Fire Science or related field from an appropriately accredited institution, certification as a Level II Instructor or Level II Inspector, and two years of experience in conducting state of North Carolina fire and rescue certification training programs on firefighting and rescue operations or certification standards or conducting fire inspections; or, an equivalent combination of education and experience.
  • Knowledge of the techniques, practices, and use of modern technology, including Microsoft Office Suite, in developing and instructing fire and rescue related training programs.
  • Basic understanding of educational technology, training development techniques, and building databases to document foam sampling and testing.
  • Ability to establish and maintain effective working relationships with staff, fire/rescue agencies, professional organizations, and the public.
  • Ability to operate safely and respond appropriately to issues with solutions while working under pressure and completing tasks in a timely manner.
  • Ability to communicate professionally with fire service agencies, county managers, and fire marshals and answer questions regarding foam sampling and well testing results as needed.

Responsibilities

  • Develop, maintain, and improve an accurate statewide reporting and inventory system for AFFF usage.
  • Educate fire service personnel on reporting procedures, regulatory requirements, and best practices.
  • Prepare monthly written reports, including expense documentation, inventories, mileage logs, and activity records.
  • Present program updates and educational material to fire/rescue agencies, associations, and other stakeholder groups throughout North Carolina.
  • Support development of proposed standards and legislation related to AFFF by participating in committee work and providing informed recommendations.
  • Communicate standards, rulings, and legislative implications clearly to the fire and rescue community.
  • Serve as a member of the State Emergency Response Team (SERT) with 24/7 on call availability during emergencies.
  • Perform additional duties as assigned by the immediate supervisor.
