About The Position

This is a non-exempt position responsible for middle management work in command of a unit within a station of the Fire Department. The role involves the supervision and direction of subordinate personnel, functioning as the incident commander during emergency operations. Considerable independent judgment is required in interpreting protocols and setting direction. This position has additional duties related to member supervision and recommendations for disciplinary action. The member will contribute to the management team in establishing the Mission Statement, Values Statement, and Protocols, and will be a participating member of the Disciplinary Board. Responsibilities include assisting the management team in budget preparation, submitting purchase requests, and making recommendations. Further duties involve assisting with long-range planning and operational analysis. This member reports to a Captain and is responsible for keeping staff informed of operational and non-operational issues. Maintaining the trust and confidence of the organization and the Fire Chief is essential. Employees are hired as AT WILL employees.

Requirements

  • Through knowledge of contemporary principles, practices, and methods of management, administration, organization, and operations.

  • Ability to prepare clear and comprehensive reports.

  • Ability to plan, supervise, and develop members in a manner conducive to effective performance, as well as creating an atmosphere of motivation.
  • Ability to analyze complex Fire/Rescue problems and adapt quickly, effectively, and reasonably with an appropriate course of action with due regard to surroundings, hazards, and circumstances.
  • Assist in the preparation of complex budget requests, justifications, and related reports.
  • Ability to remain organized, set priorities, and act accordingly.
  • Ability to analyze data and respond intelligently and effectively.

  • Some knowledge of modern information systems, data management systems, and standard office software applications.
  • EMT/Paramedic (for Rescue Position).
  • ACLS instructor (for Rescue Position).
  • CPR instructor (for Rescue Position).
  • Signed off Crew Chief Course Delivery course (for Rescue Position).
  • State Certified Instructor CPR (for Suppression Position).
  • Lieutenant: Signed-off Crew Chief prior to promotional process date with two (2) years in a paid Crew Chief position.
  • ACLS instructor.
  • BLS instructor.
  • Company Officer course.
  • State Emergency Response Plan (SERP) course.
  • NIMS ICS 300 Certificate.
  • Course Delivery or EMS Instructor.

Nice To Haves

  • Considerable experience in supervision and management (preferably in Fire/Rescue).
  • Fire Officer 1 State Certification.
  • Graduation from an accredited College with a degree.
  • Any equivalent combination of training and experience which provides knowledge, skills, and abilities.

Responsibilities

  • Supervision and management of a unit/station as well as individual members of the department.
  • Trains, guides, and advises subordinates in all phases of their responsibilities.
  • Ensures that members adhere to established protocols.
  • Writes performance evaluations and evaluates subordinates.
  • Establishes assignments and manages necessary items for supervising a unit/station.
  • Responds to calls for service and supervises/coordinates operations.
  • Identifies problems, makes recommendations, and takes appropriate action through task delegation and individual action.
  • Reviews and approves correspondence proceeding through the chain of command.
  • Prepares reports and maintains appropriate records.
  • Assists in the preparation of the annual budget.
  • Prepares purchase requests.
  • Monitors reports (operational & training) for completeness and accuracy.
  • Develops, plans, and implements projects, initiatives, and programs.
  • Performs various technical and managerial functions.
  • Inspects subordinate members and equipment to ensure operational readiness.
  • Conducts research and makes recommendations concerning operational readiness, training, and the long-term health of the organization.
  • Reviews disciplinary recommendations with subordinates.
  • Assists with special projects and assignments.
  • Performs related work as required and as directed.
  • Attends meetings as directed.
  • Ensures compliance with the City code and procurement policies and procedures by reviewing and monitoring procurements conducted by subordinates.
  • Performs other duties as assigned.
