About The Position

The Fire Marshal provides division-level leadership responsible for the planning, development, and administration of the department's Community Risk Reduction (CRR) programs, including fire prevention, code enforcement, plan review, fire investigation, and public education. This role leads and directs personnel and programs to reduce risk, protect life and property, and ensure alignment with the department's mission, vision, and organizational health. The Fire Marshal serves as the department's authority on fire code compliance and risk reduction, working collaboratively with City departments, developers, and community partners to achieve safe and compliant outcomes.

Requirements

Graduation from High School or equivalent.
Associates degree from an accredited college or university within 24 months of hire.
Six (6) years of progressively responsible experience in the fire service, including significant experience in fire prevention, code enforcement, fire inspection, fire investigation, or Community Risk Reduction programs.
Previous supervisory or leadership experience is required.
Must possess a valid Utah State Driver's License or be able to obtain with one month of hire.
Certified Fire Inspector I through IFSAC/Pro Board, International Code Council (ICC) or Utah Fire and Rescue Academy.
Completed NIMS/ICS Training IS-100, IS-200, ICS-300, IS-700, and IS-800.

Nice To Haves

Associates degree in Fire Science, Fire Administration, Public Administration, or a related field is highly desirable.
Prior experience as a firefighter is highly desirable.
Certified Fire Inspector II through IFSAC/Pro Board or International Code Council (ICC) within 18 months of hire date.
Certified Fire and Explosion Investigator (CFEI) through the National Association of Fire Investigators (NAFI) or a Fire Investigator through the International Association of Arson Investigators (IAAI) or the Utah Fire and Rescue Academy or IFSAC or Pro Board equivalent.
Certified Fire Plan Examiner (CFPE) from the National Fire Protection Association (NFPA) or the ICC Fire Plans Examiner or the IFSAC/Pro Board equivalent.
Certified Fire Marshal (CFM) through the International Code Council (ICC) within 24 months of hire date.
Complete ICS-400 within 12 months of promotion date.
Currently or previously certified as a Utah State Firefighter I or an IFSAC/Pro Board equivalent.
Currently or previously certified as a Utah State Firefighter II or an IFSAC/Pro Board equivalent.
Currently or previously certified as a Utah State Hazardous Materials-Operations or an IFSAC/Pro Board equivalent.
Currently or previously certified as a Utah State Hazardous Materials-Awareness or an IFSAC/Pro Board equivalent.
Currently or previously certified as an NWCG Firefighter II or Utah State Wildland Firefighter I.
Must maintain required certifications and continue education as applicable.

Responsibilities

Plans, organizes, and directs the activities of the Community Risk Reduction Division, including inspections, plan review, records requests, fire investigation, public education, and wildfire risk reduction efforts.
Serves as a member of the department's leadership team; contributes to strategic planning, organizational alignment, and decision-making.
Represents the department in interagency coordination, regional committees, and policy development efforts related to fire prevention, life safety, and Community Risk Reduction.
Develops and implements policies, procedures, and programs that enhance effectiveness, consistency, and service delivery.
Supervises, evaluates, and develops assigned personnel; establishes clear expectations and ensures accountability to department standards.
Ensures personnel are appropriately trained, certified, and developed in accordance with applicable standards and department expectations.
Evaluates the effectiveness of division programs and services and implements continuous improvement strategies to enhance efficiency, compliance, and community impact.
Participates in budget development and monitors division-related expenditures and resource needs.
Administers and enforces adopted fire codes, ordinances, and regulations.
Directs and participates in fire plan review for commercial and multi-family development projects; ensures compliance with fire and life safety requirements including fire access, water supply, fire protection systems, and related components.
Coordinates with the Community Development department, Engineering, and other agencies to ensure a consistent and efficient development review process.
Provides technical expertise and guidance to architects, engineers, contractors, and developers regarding fire code requirements and compliance solutions.
Supervises fire inspection programs for new and existing occupancies.
Ensures consistent application and enforcement of fire codes, hazardous materials regulations, and local ordinances.
Establishes and maintains procedures for inspections, re-inspections, and enforcement actions, including citations when necessary.
Ensures enforcement actions are conducted in accordance with applicable legal standards, including due process, proper documentation, and coordination with legal counsel when necessary.
Promotes compliance through education while maintaining authority to enforce regulations when required.
Directs the department's fire investigation program, including origin and cause determinations.
Ensures proper documentation, evidence handling, and coordination with law enforcement and prosecutorial agencies.
Supports case development and provides or coordinates expert testimony as required.
Leads the development and implementation of Community Risk Reduction strategies aligned with local risks.
Utilizes incident data, inspection findings, and community risk assessments to develop, prioritize, and evaluate Community Risk Reduction strategies and programs.
Oversees public education programs, outreach initiatives, and community engagement efforts.
Coordinates wildfire mitigation efforts, including participation in Wildland Urban Interface (WUI) planning, code application, and fuel reduction initiatives with the Emergency Manager and Wildland Coordinator.
Collaborates with regional, state, and local partners on prevention and risk reduction programs.
Maintains working knowledge of incident command principles and the department's operational structure.
Responds to emergency incidents as needed or assigned, functions within the Incident Command System consistent with training and assignment.
