About The Position

Under limited supervision, provides strategic direction, administrative oversight, and executive-level leadership for the Community Risk Reduction (CRR) Division of the Yuma Fire Department (YFD) in the fire prevention, code enforcement, fire investigation, public education, and community risk reduction programs; manages CRR staff; serves as a principal advisor to the Fire Chief on matters related to life safety, fire protection, community risk reduction, development, and regulatory compliance, while acting as a key liaison between the Fire Department, the development community, elected officials, partner agencies, and the public. Performs work as City's Fire Marshal, the senior fire and life safety official; manages fire inspection, fire investigation, code review and enforcement, construction plan review, public education and property management program functions; assures program compliance with City policies and national standards; maintains signature authority for plan review permits issued for fire and life safety code compliance. Provides technical assistance to owners, developers, and design professionals in meeting fire and life safety model code requirements. Researches, reviews, and interprets fire and life safety codes and ordinances; assists with management of new facility construction and purchase projects. Reviews plans and specifications of residential, commercial/industrial, and capital improvement projects for compliance with National, State and City fire and life safety standards, codes and ordinances. Assists field inspectors in resolving difficult and unusual requirements for projects; conducts field inspections and fire investigations as needed to meet workload demands. Works with other agencies to coordinate enforcement activities and investigations. Manages administration and support activities, including personnel administration, budget management, expenditure control, planning, and performance management; manages special projects as assigned. Evaluates fire and safety issues, analyzes trends, and recommends solutions; prepares, reviews, and approves reports, and maintains required departmental records; represents the Fire Department and the City in regional planning groups, public meetings, and community events as needed. Supports the relationship between the City and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; promotes the City goals and priorities, vision, values and the “Yuma Way”, and complies with all City policies and procedures. Maintains absolute confidentiality of work-related issues and City information; performs other duties as required or assigned.

Requirements

  • Associate's degree in Fire Science, Construction Technology, Engineering, or related field; AND three years of experience in fire code enforcement and conducting origin and cause fire investigations as the lead investigator; OR an equivalent combination of education, training and experience.
  • Bachelor's Degree in Fire Science, Construction Technology, or Engineering is required within 24 months of hire.
  • Knowledge of: City policies and procedures.
  • Principles of development, application, and enforcement of Federal, State, and City fire and life safety laws, statutes, rules, regulations, operating standards, mandates, and guidelines.
  • Principles, methods and practices of plan review, code enforcement, and building construction, including building and fire construction terminology.
  • Management and administration practices and procedures.
  • Certification training requirements, and methods and techniques for risk reduction, inspection, investigation, life safety, and fire prevention programs.
  • Fire Investigation practices, principles, procedures, and techniques
  • Methods and techniques of inspecting a variety of buildings and facilities, including building materials identification and specifications.
  • City geography, traffic patterns, and the location of all streets, landmarks and buildings.
  • Computers and specialized hardware and software for preparing reports and maintaining records.
  • Safe work practices, occupational hazards and safety precautions.
  • Enforcing fire and life safety codes, regulations, operational standards, and mandates.
  • Responding to and investigating the origin and cause of fires.
  • Interpreting and applying safety standards, state and Federal rules and regulations, and City policies.
  • Examining building plans and technical drawings; Inspecting, investigating, and providing technical assistance for compliance of building, fire, and life safety codes.
  • Managing staff, prioritizing multiple tasks and projects, and delegating tasks and authority.
  • Working as a team member with other emergency services agencies.
  • Investigating and resolving conflicts, personnel issues, citizen inquiries, and YFD complaints.
  • Balancing technical, legal, political, operational, and customer service considerations while making decisions that support the department’s mission, strategic objectives, and community expectations.
  • Effective verbal and written communications.
  • A valid Arizona State Driver’s License is required.
  • Certifications for Fire Inspector I and II from International Code Council (ICC) are required; AND Fire Investigator Technician from International Association of Arson Investigators (IAAI) or higher OR National Association of Fire Investigators (NAFI) Certified Fire & Explosion Investigator (CFEI) certification is required.
  • Fire Plans Examiner certification from ICC is required within 12 months of hire.

Nice To Haves

  • ICC Fire Marshal/Building Official or Center for Professional Credentialing Fire Marshal certification is preferred.
  • Additional technical training and certifications may be required.
