About The Position

Strategic Growth Partners is seeking a FinOps and Technology Business Management (TBM) leader for its client, a global professional services firm. The role sits within the client’s Corporate Performance Improvement practice and bridges finance, engineering, and operations to align on-premises, cloud, and enterprise IT investments in a unified cost model. It combines strategic work defining financial management and TBM roadmaps with hands-on design and implementation of cost avoidance and reduction measures. The position develops FinOps and TBM strategies, governance, cost models, and reporting across cloud and on-premises environments, including government and commercial settings. The work covers cost optimization, cost recovery and rate setting, software licensing, AI-assisted analytics, and federal contracting. The role requires an active Top Secret clearance, U.S. citizenship, residence in the United States, and comfort with travel up to 80%. The workplace is hybrid, with on-site work as required. Full-time, contract, and project-based engagements are available.

Requirements

  • At least 8 years of professional experience in cloud and on-premises cost management, FinOps, and TBM practice development.
  • Active Top Secret clearance; SCI eligibility preferred where required by the engagement.
  • U.S. citizenship and physical residence in the United States.
  • Bachelor’s degree required; Finance, Computer Science, or MIS preferred.
  • Demonstrated delivery of 15–30% cloud and hybrid IT cost savings on prior engagements.
  • Strong data analytics and visualization skills, including SQL, PowerBI, or equivalent.
  • Ability to meet DoD information system access and training requirements, including annual cyber awareness training and, where applicable, DoD 8140 workforce qualification.
  • Comfort with travel up to 80%, including on-site work as required.
  • Experience with combined on-premises and cloud cost modeling, optimization, and benchmarking, including AI workloads and task-order cost analysis.
  • Experience implementing FinOps and TBM frameworks, including governance, tagging taxonomies, chargeback/show-back models, and KPI frameworks.
  • Knowledge of FinOps Open Cost and Usage Specification (FOCUS).
  • Knowledge of TBM Taxonomy cost pools, towers, and solutions, and ability to map on-premises data center, network, labor, and licensing costs together with cloud spend into a unified cost model.
  • Experience with workload rightsizing, auto-scaling, commitment-based discounts, and cost optimization in classified or restricted cloud regions.
  • Experience identifying and remediating orphaned or unused cloud and on-premises resources, including VM rightsizing, guardrails, and tagging automation.
  • Experience with native cloud cost tools such as AWS Cost Explorer, Azure Cost Management, GCP Billing, or Oracle Cloud cost tools, and third-party FinOps and TBM platforms such as Apptio, Flexera, or CloudHealth approved for government use.
  • Knowledge of government cost recovery and rate setting, including working capital fund rate development, full-cost recovery, per-service and per-user baselines, and separating consumption-driven charges from fixed overhead.
  • Experience with enterprise software licensing consolidation and optimization, including duplicate licensing across organizations and classification levels.
  • Demonstrated active use of AI tools for cost anomaly detection, forecasting, and optimization recommendations within tools approved for the environment; AI fluency is required.
  • Working knowledge of federal contracting, including FAR and DFARS requirements and task-order ordering procedures.

Nice To Haves

  • FinOps Practitioner or FinOps Engineer certification strongly preferred.
  • TBM certification, such as TBM Council certification, is a plus.
  • DoD or federal FinOps, cost recovery, or working capital fund experience strongly preferred.
  • SCI eligibility preferred where required by the engagement.

Responsibilities

  • Develop and execute FinOps and TBM strategies aligned with mission goals and Defense Working Capital Fund (DWCF) cost-recovery requirements, including frameworks, processes, and governance.
  • Create and maintain FinOps roadmaps that embed cost-conscious practices into engineering and architecture lifecycles.
  • Design KPI frameworks with targets and accountability mechanisms to monitor FinOps delivery.
  • Establish governance for tagging, budgeting, and resource accountability, including guardrails to prevent unnecessary resource allocation.
  • Automate and improve transparency in cost reporting, anomaly detection, and forecasting, providing visibility into combined on-premises and cloud spending across mission partners.
  • Build per-service and per-user cost baselines and pricing transparency to support customer cost comparisons and budget planning, including advance estimates for emerging services.
  • Build ROI models and cost-reduction business cases that quantify optimization impact for executive audiences.
  • Integrate findings into the client’s broader engagement scope and deliverables.
  • Build a unified TBM-based cost model mapping on-premises and cloud costs to IT towers, services, and mission partners to enable comparable cost analysis and workload placement decisions.
  • Support practice development through internal training, content creation, and people development.
