About The Position

The Court Services and Offender Supervision Agency (CSOSA) seeks a Financial Systems Consultant to provide expert technical support and strategic guidance for federal financial management and procurement systems within the Washington, DC metropolitan area. This position is contingent upon contract award.

Requirements

  • Proven management experience within federal agency environments.
  • Comprehensive knowledge of Federal Shared Services Providers (SSPs), federal financial management and procurement systems, and federal reporting mandates.
  • Minimum of seven (7) years of verifiable experience in federal financial management operations.
  • Direct engagement with financial management, program office, and procurement staff to resolve system-related issues.
  • Must be a US citizen with ability to pass a Court Services and Offender Supervision Agency (CSOSA) background investigation.
  • Additional background investigations may be required as part of the position requirements.
  • At least three (3) years of substantive experience with Oracle Federal Financials (OFF).
  • Minimum one (1) year of continuous, day-to-day operational interaction with agency stakeholders.
  • Documented record of successful system enhancement implementations.

Nice To Haves

  • Familiarity with Federal G-Invoicing system (strongly preferred).

Responsibilities

  • Management of system enhancements in collaboration with SSPs and small federal agencies.
  • Analysis and reaffirmation of user requirements; definition and documentation of new requirements as warranted.
  • Application of federal financial management procedures and procurement controls to ensure compliance, integrity, and operational efficiency.
  • Expertise with federal procurement reporting requirements and systems, including the Data Act and Federal Procurement Data System – Next Generation (FPDS-NG).
  • Oversight of reporting, interface management, data conversions, system extensions, and workflow administration.
  • Research and reconciliation of procurement data from multiple sources to ensure accuracy, consistency, and completeness.
  • Advanced analytical and problem-solving capabilities, with the ability to diagnose and resolve complex system issues.
  • Exceptional written and oral communication skills, including the ability to produce comprehensive reports and deliver presentations.
  • Proficiency in standard office software applications, such as Microsoft Word and Microsoft Excel.
  • Strong organizational and administrative skills.
  • Ability to liaise effectively with internal and external stakeholders.
  • Other duties as assigned.
