About The Position

The Financial Systems Consultant provides expert-level advisory and technical support to Court Services and Offender Supervision Agency (CSOSA) financial management and procurement offices. The consultant brings deep hands-on experience with Oracle Federal Financials (OFF) and federal financial management/procurement systems, working directly with agency financial management staff, program offices, and procurement staff to resolve system issues, support system enhancements, and ensure accurate financial reporting in coordination with Federal Shared Services Providers.

Requirements

  • Minimum education requirements: One (1) years of experience in federal financial management systems consulting, with at least three (3) years of direct hands-on experience with Oracle Federal Financials (OFF) in a federal agency environment.
  • At least one (1) year of day-to-day interaction experience with a federal agency's financial management staff, program office staff, and procurement staff resolving OFF system issues.
  • Knowledge of Federal Shared Services Providers (SSPs), federal financial management and procurement systems and reporting requirements.
  • Proven experience managing financial management/procurement system enhancements in concert with SSPs and small federal agencies.
  • Thorough knowledge of federal procurement reporting requirements and systems including the Data Act and FPDS-NG.
  • Strong analytical ability to identify and resolve complex system problems.
  • Thorough knowledge and understanding of the federal G-Invoicing system.
  • Strong proficiency in Microsoft Word and Microsoft Excel.
  • Excellent written and oral communication skills; ability to develop clear, concise written reports.

Responsibilities

  • Provide expert-level advisory support on Oracle Federal Financials (OFF) and related federal financial management systems, including day-to-day interaction with CSOSA financial management, program office, and procurement staff to resolve system issues.
  • Support management of financial management and procurement system enhancements in coordination with Federal Shared Services Providers (SSPs) and the agency.
  • Analyze user requirements to revalidate existing system requirements and define new requirements as appropriate.
  • Apply thorough knowledge of federal financial management and procurement procedures and controls to ensure technological systems meet control requirements and increase agency efficiency.
  • Support federal procurement reporting requirements including the Data Act and Federal Procurement Data System – Next Generation (FPDS-NG).
  • Manage or support reports, interfaces, conversions, extensions, and workflows (RICEW) for financial and procurement systems.
  • Identify and resolve complex financial system problems using creativity and ingenuity; conduct root cause analyses and implement corrective actions.
  • Research and reconcile agency procurement data reported from various systems to ensure consistency, accuracy, and completeness.
  • Communicate effectively with users, vendors, and management to establish effective liaisons and achieve desired results.
  • Conduct interviews, make oral presentations, and develop written reports that are clear and concise.
  • Support the G-Invoicing federal invoicing system; advise on requirements and procedures.
  • Maintain strong organizational and administrative skills; document procedures and system configurations clearly.
