About The Position

The Department of Health and Human Services (DHHS) is seeking a Financial Resources Specialist for the Title IV-E program. This role is responsible for obtaining and evaluating information to determine eligibility for the Title IV-E program, ensuring compliance with federal requirements, and maximizing Maine's reimbursement for child welfare services. The position involves collecting and entering eligibility information into the Katahdin system, communicating with caseworkers and other agencies, obtaining benefits for children in state care, performing quality assurance audits, and assisting with state and federal audits. The Department of Health and Human Services (DHHS) is dedicated to promoting health, safety, resilience, and opportunity for Maine people, providing health and social services to a significant portion of the state's population. The Financial Resource Unit specifically determines Title IV-E eligibility for children in state custody and ensures they receive MaineCare services and benefits. This position offers the ability to telework after a probationary period.

Requirements

  • A four (4) year combination of education, training, and/or progressively responsible experience performing administrative and/or complex clerical tasks including experience which demonstrates interviewing and data gathering skills as needed to form the basis for judgments in eligibility determinations.
  • The ability to research, gather and analyze client information and make reimbursement eligibility determinations in accordance with established standards.
  • The ability to work in a fast paced, customer service-oriented position.
  • The ability to gain a working knowledge of multiple federal and state policies and programs in a compressed timeframe.
  • Skilled in the use of standardized desktop technology and products.

Responsibilities

  • Ensuring Title IV-E eligibility information is collected and entered into the Katahdin (Comprehensive Child Welfare Information System) in an accurate and timely manner.
  • Communicating directly with Office of Child and Family Services Caseworkers, providers and other state and federal agencies in order to obtain information and ensure compliance with applicable rules, regulations and policies.
  • Obtaining MaineCare and other state and federal benefits for children in the State’s care based on eligibility.
  • Performing quality assurance audits of eligibility records to ensure accuracy of Title IV-E reimbursement and assisting in various state and federal audits to ensure compliance of federal Title IV-E law.
  • Preparing cases for and assisting in state and federal audits to ensure compliance with Title IV-E & IV-B laws.
