About The Position

The Financial Manager supervises and coordinates the financial management of the Governor’s Office of Economic Development (GOED). This role includes high-level financial analysis, long-range strategic planning, and oversight of state-level operations in procurement, payroll, and budget administration. The Finance Manager ensures fiscal integrity across multiple economic development programs, manages state and federal funding streams, and serves as the primary financial liaison to state oversight agencies.

Requirements

  • Knowledge of: Principles and practices of State Government accounting and the State’s specific financial software/ERP systems; state budget preparation and legislative appropriation processes; state procurement codes and payroll regulations; principles of supervision and performance evaluation.
  • Ability to: Manage complex economic development funds including revolving loan funds and restricted accounts; analyze and reconcile intricate financial data to provide strategic recommendations; interpret state statutes and administrative rules; prepare clear, concise technical reports for the Governor’s Office and State Legislature.
  • Ability to gain cooperation through discussion and persuasion with stakeholders, board members, and state officials; communicate complex financial concepts to non-financial audiences.

Nice To Haves

  • Bachelor’s degree in Accounting, Finance, Public Administration, or Business Administration is preferred.
  • An advanced degree (MA, MS, MBA, or MPA) or CPA designation is highly desirable.

Responsibilities

  • Prepare federal draws and mandatory federal reports; ensure all expenditures comply with state and federal regulations.
  • Present financial reports and provide fiscal guidance to the GOED Board and various subsidiary boards (overseeing approximately 5 distinct boards).
  • Reconcile loans disbursed in Vantage (or current CRM) with the State Finance loan system; process payments for loan closings, incentives, and grants.
  • Prepare monthly mineral lease reports and other revenue distributions according to state statute.
  • Manage fund cash balances and prepare reports for investing/uninvesting activities with the State Treasurer’s Office.
  • Coordinate the preparation and monitoring of the agency’s annual legislative budget request; review department submittals and present the proposed operating budget to the Director and legislative committees as required.
  • Meticulously track and forecast funding from diverse sources, including the General Fund, Dedicated Credits, Federal Funds, and Restricted Accounts.
  • Use trend analysis and economic models to forecast long-term revenues and expenditures; predict the impact of economic trends on state development funds.
  • Review complex contracts, contract budgets, and reimbursement requests to ensure fiscal responsibility and adherence to state procurement code.
  • Direct year-end closeout responsibilities and coordinate with the State Auditor’s Office for all internal and external audits.
  • Train, motivate, and evaluate assigned staff; establish standards of productivity and performance; and provide complex research and analysis to the Director.
