About The Position

The Texas Health and Human Services Commission (HHSC) is seeking a highly qualified Financial Examiner V to join the Office of Rural Hospital Finance within the Provider Finance Department. This role is part of an innovative state-funded grant program focused on rural hospitals, aiming to positively impact their operations and healthcare service delivery. The Financial Examiner V will be responsible for advanced, senior-level financial examination and analysis related to these rural hospital grant programs. This includes designing, developing, implementing, and maintaining dashboards, computer applications, spreadsheets, and other analytical tools for collecting and analyzing grant program data. The position will ensure the accuracy of financial data and that it serves as the best measure of grant goal achievement and impact. The ideal candidate is adaptable, detail-oriented, and a self-starter, working under limited supervision with considerable latitude for initiative and independent judgment.

Requirements

  • Graduation from an accredited four-year college or university with major coursework in public administration, health care administration, management information systems, data science, business administration, accounting, or finance or a related field.
  • A minimum of 2 years of work experience in financial examination and preparing financial/budget reports.
  • A minimum of 2 years of work experience using MS Excel at an intermediate proficiency level.
  • Knowledge of data analytics, including data quality and integrity processes.
  • Knowledge of statistical analysis and techniques; auditing and accounting standards and techniques; statutory accounting principles (SAP) and generally accepted accounting principles (GAAP); financial and industry terminology and practices; and corporate structures, business operating procedures, management controls, and internal reporting techniques.
  • Knowledge of hospital finance and operations.
  • Knowledge of financial analyses and examination procedures for healthcare related entities, and industry terminology and practices, and of statistical analysis.
  • Skill in the use of a computer and applicable software, and in data modeling.
  • Skill in reviewing and interpreting data reported in Medicare Cost Reports.
  • Skill in managing multiple and competing priorities.
  • Ability to query, build and run reports in CAPPS Financials.
  • Ability to perform and interpret numerical analyses; to interpret statutes; to analyze, evaluate, and summarize financial and management records for accuracy and conformance to procedures, rules, and regulations; to prepare reports and correspondence regarding findings; to communicate effectively; and to supervise the work of others.
  • Ability to review financial statements, reports, records, budgets, operational procedures, and forms; to manage projects for timely completion; to conduct investigations; to prepare concise reports and correspondence; to apply relevant rules, regulations, and statutes; to communicate effectively; and to supervise the work of others.
  • Ability to write clearly and concisely with proper grammar, spelling, and punctuation.

  • Intermediate MS Excel skills such as, data modeling, dashboard and chart creation, Power Pivot, and Power Query use.

Nice To Haves

  • Two or more years full-time work experience in an acute care hospital administration or paid work experience performing fiscal analysis or other financial/revenue cycle analytical work for hospitals.
  • Intermediate or advanced experience with data visualization tools such as Tableau, Statistical Analysis Software (SAS), Power BI or other similar programs.
  • Two or more years work experience using financial queries and/or reports.

Responsibilities

  • Develop tools and dashboards to monitor grant life cycle stages, budgets, reporting compliance, and grant program operations.
  • Establish financial data collection and analysis for grant applications and reporting requirements.
  • Recommend and assess grant applications for accuracy of financial data and reporting requirements, ensuring data is attainable, reasonable, and provides sufficient measurement of intended outcomes.
  • Periodically assess financial data reporting for grants, identify areas of progress, improvement, or concern, make recommendations, and assist in resolving problems.
  • Coordinate fiscal analysis of grant programs to determine their effect on rural hospitals.
  • Develop reporting templates for grant applications and financial data to be reported by grantees.
  • Ensure compliance with established procedures, requirements, laws, and regulations; completeness of data; and presence of adequate documentation.
  • Respond to internal and external stakeholder inquiries about financial reporting and provide interpretation on technical questions of financial and regulatory compliance.
  • Lead efforts to develop a methodology and formula to distribute grant funding to eligible entities and monitor its impact.
  • Liaise with contractors and other HHSC teams to ensure formula funding is calculated and distributed accurately.
  • Prepare and/or oversee the completion of all documentation necessary to implement state-funded grants for financial stabilization.
  • Develop financial forecasting models to account for various grant funding scenarios and anticipated financial performance.
  • Create an annual financial monitoring plan and measures to identify changes in rural hospital activity.
  • Assist with the development and implementation of fiscal data collection policies and procedures internal to the Office of Rural Hospital Finance.
  • Provide input in the development of procedures for calculating grant awards.
  • Interpret state and federal fiscal policies, procedures, and regulations; and maintain knowledge of state and federal funding policies and regulations.
  • Assist leadership in preparing financial analysis and ad hoc budget/financial reports.
  • Provide critical oversight to ensure financial reporting related to grant funding budgeting and other grant funding-related fiscal reporting meet required state and federal standards.
  • Monitor ongoing project and operational financial data and make recommendations for future actions.
  • Compile, review, analyze, and examine financial data, including financial statements, to identify accuracy of documents submitted by grantees.
  • Examine records to verify assets and liabilities, operating trends, and affiliated business transactions to determine solvency and grant compliance.
  • Oversee the monitoring of grant program allocations and forecasted expenditures.
  • Conduct analyses of actual expenditures, including identifying expenditure patterns and trends.
  • Prepare periodic program reports and statistical analysis using Word, Access, Excel, PowerPoint, SASViya, Tableau, and/or PowerBI.
  • Develop internal and external reports and presentations related to budgeting, financial planning, cost accounting, individual and aggregate project allocations.
  • Review, analyze, evaluate financial data and may oversee the work of others that perform budget monitoring and forecasting projections.
  • Assist with writing and compiling reports for state legislature, community stakeholders and HHSC leadership.
  • Contribute and assist with developing briefing documents to provide data and obtain authorization and execute management's decisions.
  • Prepare training materials to assist team members with improved knowledge about fiscal analysis and reporting, high quality written project reports, advanced policy research, analysis, and evaluation of complex policy and operations issues, summaries, issue papers, correspondence, bill analyses, and memorandum for senior and executive management review and decision-making documents.
