About The Position

CGS is seeking a skilled Financial Analyst to support mission-critical financial analysis and debt collection operations for a federal client. The ideal candidate will possess strong analytical, investigative, and financial management skills to evaluate complex financial records, prepare detailed reports, and support litigation and asset recovery efforts.

Requirements

  • 4-year degree in accounting, business, economics, finance, or related field of study.
  • Three years of Accounting/Financial Management experience.
  • Must be able to assess products and procedures for compliance with government standards, accounting principles, and multi-tiered system application standards.
  • Knowledge of financial analysis for individuals, companies, and partnerships, including review of financial statements, tax returns, bank records, escrow, and real property records.
  • Possesses an understanding of the budget allocation, execution, and administration process.
  • Knowledge of typical business forms such as corporations, partnerships, limited liability companies, limited liability partnerships, family trusts, and estate planning-related trusts.
  • Knowledge of debt collection techniques, including garnishment, execution, and appointment of receivers.
  • Able to monitor and track obligation and expenditure of funds, detect, reconcile, and remedy fiscal discrepancies, and provide cost-effective, insightful reporting to decision makers.
  • Familiarity with activity-based costing, business case analysis, and outsourcing requirements.
  • Cognizant of interrelationships between financial management requirements and automated solutions, considering the current system environment and the potential integration of added systems concurrently or later.
  • Ability to develop work breakdown structures and prepare charts, tables, graphs, and diagrams to assist in analyzing problems.
  • Familiarity with computer systems and demonstrated proficiency with online computer databases, EXCEL and ACCESS, and similar commercial database programs.

Responsibilities

  • Plan and conduct financial analyses of individual, partnership, and corporate judgment debtors. Will perform detailed review of relevant financial information, including financial statements, credit reports, tax returns, insurance information, real property escrow and lending materials, bank statements, and loan applications to third parties, with a view to determining the collectability of assets.
  • Prepare detailed reports of financial analysis for FLP AUSAs and FLP staff, making clear conclusions regarding the collectability of debts. Reports should give particular emphasis to assets readily available to pay judgments, assets that could be recovered under the Federal Debt Collection Procedures Act, and recommendations regarding further investigatory work.
  • Draft written discovery (interrogatories, requests for production of documents, and subpoenas) to obtain information to support financial analyses. Sources of discovery include the defendant, defendant’s family members, defendant’s businesses, banks, brokerages, title insurers, and lenders.
  • Obtain and meaningfully evaluate the results of computerized database searches, public record information, judgment and lien information, Secretary of State records, and publicly filed financial information available from entities such as the Securities and Exchange Commission
  • Provide a variety of ancillary office support functions.
