Access and Eligibility Services (AES) seeks highly qualified candidates to fill the Office of Administration (OA) Finance Operations, Financial Analyst position within the Texas Health and Human Services Commission. Under the direct supervision of the manager, the Financial Analyst provides AES-wide program and financial expertise in support of vendor contracts.

Requirements

  • Knowledge of local, state, and federal laws and regulations relevant to AES program areas.
  • Knowledge of principles and practices of public administration, public sector management, providing services, and contract administration.
  • Knowledge of accounting, finance, auditing, or budgeting.
  • Skill in using computer software, including but not limited to Excel, Word, Access, CAPPS HCM, CAPPS Financials, and other financial applications.
  • Skill in communicating both verbally and in writing.
  • Skill in managing multiple projects and meeting tight deadlines.
  • Ability to work independently with limited supervision.
  • Ability to follow oral and written instructions.
  • Ability to establish and maintain effective working relationships with coworkers, other agency staff, and the public.
  • Ability to manage program activities.
  • Ability to establish goals and objectives.
  • Ability to devise solutions to administrative problems.
  • Ability to develop and evaluate administrative policies and procedures.

  • Graduated from an accredited four-year college or university with major coursework in business, finance, accounting, economics, or a related field. Experience in a field related to the essential job functions may be substituted for the education requirement on a year-for-year basis.
  • Must obtain Certified Texas Contract Manager (CTCM) certification within 12 months of hire.

Nice To Haves

  • CAPPS Financials or other similar budgeting and/or accounting software experience is preferred.

Responsibilities

  • Reviews financial documentation for assigned contracts and projects to confirm compliance with financial standards and agency requirements.
  • Tracks, reviews, and processes monthly contract deliverable invoices.
  • Verifies expenditures by comparing payment requests to state budgets and financial guidelines.
  • Coordinates with HHSC accounting to track the status of payments and resolve payment discrepancies.
  • Assists in preparing financial reports, forecasts, and expenditure summaries for leadership review.
  • Drafts and reviews financial reports, supporting documentation, and follow-up correspondence.
  • Ensures the completeness and accuracy of financial data submitted for review.
  • Supports financial tracking processes by compiling and organizing relevant financial information.
  • Performs financial tracking and monitoring of contracts, projects, and procurement activities.
  • Assists in reviewing financial statements, payment records, and internal controls to ensure compliance with federal and state regulations as well as HHSC policies.
  • Supports contract and project performance monitoring by verifying that expenditures align with contract terms.
  • Identifies potential financial inconsistencies and escalates concerns to senior financial analysts or management.
  • Supports the review of legislative and regulatory requirements impacting assigned contracts and projects.
  • Assists in interpreting federal and state regulations and HHSC policies related to procurement and financial compliance.
  • Provides input on process improvements for financial tracking and compliance procedures.
  • Conducts research and prepares summaries of policy changes affecting financial and procurement operations.
  • Participates in workgroups and projects related to contract and procurement processes.
  • Assists in evaluating the impact of regulatory changes on program funding and financial tracking.
  • Provides administrative and financial tracking support for procurement activities, including reviewing documentation related to Requests for Proposals (RFPs) and Requests for Applications (RFAs).
  • Supports financial analysts in monitoring contract modifications and budget adjustments.
  • Supports special investigations, research studies, and internal audits related to assigned contracts, projects, and procurement.
  • Assists in compiling data and preparing reports for quality improvement initiatives and compliance audits.
  • Responds to ad hoc financial data requests and inquiries from program staff and leadership.
  • Manages special projects and tasks as assigned.
