Requirements

  • Bachelor’s Degree from an accredited college or university in Public Administration, Business Administration, Finance, Accounting or a related field.
  • Three (3) years of progressively responsible experience in budgeting and financial analysis.
  • Performing related work in an airport environment will count for additional years of experience.
  • Competency in Microsoft applications including Word, Excel and Outlook as well as accounting database and software.
  • Excellent organizational, verbal and written communication skills.
  • Accuracy and attention to detail and ability to multi-task is required.
  • Advanced competency in Microsoft Office Suite as well as accounting database and software (for Level II).
  • Ability to pass all background / reference checks, knowledge examinations, as well as aptitude tests necessary to obtain an OIAA employee badge at ONT.

Responsibilities

  • Participates in the planning, development, implementation and monitoring of rates and fees setting.
  • Participates in the development and monitoring of department and OIAA budgets.
  • Assists in developing, reviewing, summarizing, and analyzing financial plan projections.
  • Performs in-depth revenue, expenditure, and other analyses; monitors, tracks and analyzes actual performance against budget.
  • Drafts and/or evaluates budget proposals, requests, amendments, and other related documents.
  • Compiles data for and assists with calculations of covenants for debt compliance evaluation and reporting.
  • Supports the reconciliation of contractual performance, minimum annual guarantees and Lease and Use Agreement rates and charges.
  • Leads financial support and reporting for capital projects including the development and maintenance of project budget to actual analysis, financial oversite of CIP schedules and forecasts, and coordination of project financial management with other OIAA departments, contractors, and government agencies.
  • Verifies accuracy of financial information and cost charges to capital projects, including correct coding and account reasonableness.
  • Monitors, updates, and maintains files and spreadsheets regarding project budgets, schedules, adjustments, and funding changes.
  • Compiles and maintains statistical and financial subsidiary datasets, e.g., aviation, concessions, contractual performance, and utilities.
  • Assists with key performance indicator reporting and analysis.
  • Provides analyses, information, training, and responsive service to customers; researches and answers financial and budget inquiries submitted by staff and Authority management.
  • Provides information for board packages, press releases and other documents to include reports, statistical tables, charts, and graphs.
  • Develops, analyzes, maintains, updates, and distributes various periodic and ad-hoc financial, statistical, analytical and management reports and statements.
  • Compiles, calculates, and analyzes complex data and information from a variety of sources.
  • Performs extensive research, e.g., new regulatory requirements, industry and economic conditions and trends and comparative airport data.
  • Performs financial analyses and statistical computations for various financial models, feasibility studies and cost allocations.
  • Assists in ensuring that OIAA’s accounting, financial, budgeting, and other business processes are efficient, effective and maintain adequate internal controls, and that financial information and records are accurate and complete.
  • Works with IT to identify and resolve budget, accounting, and financial software issues; development of system modifications; testing, implementation and training for software updates and patches; and assists in maintaining the integrity of internal budget and accounting systems.
  • Troubleshoots and responds to customer inquiries regarding budget and financial systems and software.
  • Develops and utilizes spreadsheets, databases and other computer applications required to carry out assigned studies, projects, and reports.
  • Participates on and provides support for cross-Division special projects, initiatives, and workgroups, coordinates the work of staff, compiles and integrates information needs with other staff and assists with summarization and reporting of results.
  • Does related work as assigned.
