About The Position

GENERAL DESCRIPTION Performs a variety of complex supervisory, administrative, and technical duties related to municipal finance and accounting. Responsible for oversight of all City financial operations, including budgeting, accounting, purchasing, debt management, investments, and financial reporting. ESSENTIAL JOB FUNCTIONS Develops and implements the City's financial policies and maintains accounting records for all City funds. Directs and oversees accounts payable, accounts receivable, payroll, fixed assets, inventory accounting, grant and contract administration. Conducts all financial transactions in compliance with City Charter, ordinances, resolutions, and Generally Accepted Accounting Principles (GASB). Reviews department budgets for compliance with the adopted budget. Oversees debt management, cash management, purchasing, utility business office, municipal court operations, and bond issues. Manages the City's treasury function and invests public funds in accordance with Florida law. Assists the City Manager and departments in preparation of the annual budget. Supervises Finance Department staff and related operational areas. Performs other duties as assigned. MINIMUM QUALIFICATIONS Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, or a related field. Minimum of five (5) years of experience performing and/or managing accounting and finance operations, preferably in the public sector. Experience with a private accounting firm preferred. CERTIFICATIONS CPA certification preferred or ability to obtain certification. KNOWLEDGE, SKILLS & ABILITIES Knowledge of municipal finance, governmental accounting principles, internal controls, budgeting, and financial reporting. Strong leadership, decision-making, administrative, and customer service skills. Ability to supervise staff, analyze financial data, and make sound investment and banking decisions. Ability to maintain effective working relationships with City officials, employees, and the public. Demonstrated integrity, dependability, and professional maturity.
